Prevention includes BCC/IPC activities for the general population and specialized programs for most-at-risk target groups, whereas Service Delivery consists of an extensive VCT and PMTCT network. The program is nationwide in scope and covers all provinces and districts through a network of community agents and theatre groups operating at the community level.
