PSI seeks experienced candidates for the position of Technical Services Director for its office in Lesotho. PSI/Lesotho was established in 2000 and is now one of the largest international NGOs in Lesotho. The organization's core programs focus on the prevention of HIV through the social marketing of condoms, voluntary counselling and testing, and an extensive HIV inter-personal communications program. PSI Lesotho recently received USG funds to begin implementation of male circumcision. The Technical Services Director will be responsible for providing leadership in the areas of product marketing, IPC, training, behavior change communications and research, while be part of the organization's senior management team. The position is based in Maseru and reports to PSI/Lesotho's Country Representative. RESPONSIBILITIES: Responsibilities will fall into five main areas and will include, but are not limited to, the following: Behavior change communications - Lead the preparation of annual communications plans for VCT and CSM; - Build capacity of communications staff in evidence-based social marketing; - Manage IPC and Mass Marketing Specialists; - Develop IPC tools and BCC messages and materials for IPC programs, based on research outputs; and - Design mass media BCC campaigns in collaboration with creative agencies. Product marketing - Lead the preparation of annual communications plans for condoms; - Develop branding strategies for new products, based on formative research; and - Oversee the PSI Lesotho newsletter. Research, monitoring & evaluation - Lead the preparation of annual research plans; - Lead the production of Dashboards for PSI/Lesotho intervention areas; - Oversee design of quantitative and qualitative research; - Oversee data processing and analysis; - Build research team capacity in study design and quantitative analysis; - Lead Dashboard to Decision sessions and dissemination of research results; and - Work closely with other departments of PSI/Lesotho to ensure that the effectiveness of interventions is measured and that interventions are based on research findings. General management - Line-manage senior staff and contribute to their professional development; - Play an active role in the senior management team and contribute to general organizational development; - Act as Country Representative in absence of CR; - Contribute marketing, communications and research content to project proposals; and - Play an active role in developing and managing relationships with key stakeholders. Capacity Building Developing the capacity of local staff and the platform is a priority for PSI Lesotho. To further that goal, the candidate will: - Support the development of the staff in the BCC, research and senior management teams, by conducting regular performance appraisals, identifying development needs of direct reportees, and working with them to improve overall performance and the quality of outputs; and - Encourage and support staff to participate in ReSults Initiative courses, other professional development opportunities and otherwise increase their technical knowledge. DESIRED QUALIFICATIONS: - Track record of developing and implementing communications campaigns using social marketing approaches; - Strong understanding of EBSM required; Exposure to ReSults program preferred; - Strong quantitative and qualitative research skills; - Four years management experience, including at least two years in a developing country, preferably in Africa; and - Experience of working with key donors including PEPFAR, European donors, and Global Fund. Additionally, the successful candidate will have: cross-cultural sensitivity; creativity; excellent oral and written communication skills; excellent analytical skills; ability to work efficiently and quickly under pressure; strong diplomatic and negotiation skills; and extensive IT skills (preferably including research software, particularly SPSS, and graphics). - Application instructions:
