HOUSING PROGRAM MANAGER ACEH PROVINCE, INDONESIA Program Description: The Housing Program Manager is the senior Aceh-based management position for CHF International's housing reconstruction and rehabilitation program in the province. The responsibility of the Housing Program Manager is to realize the objectives of CHF's housing and housing-related infrastructure programs (roads, drainage, water systems etc), funded by various donors in a number of districts throughout the province. Duties include contract and staff management, contractor management, oversight of technical design and implementation of housing construction projects, team management, information management of housing related activities, donor relations where tasked, program development and support for new business development as needed. It is anticipated at this time that the position will be 12 months in length. We would like candidates to be available to start work in early May. Specific Duties: -Define indicated housing scopes of works and related housing and housing infrastructure construction methodologies to ensure that jobs are tackled on time and on budget. Manage the overall resources required to get housing jobs done, including staff, budget, contractors and schedules, plans etc. -Management of CHF's housing construction staff, either directly in Banda Aceh or through regional offices under the management of district coordinators. Define staff responsibilities and scopes of work, interview candidates and undertake related HR processes; provide recommendations on staff hiring, sanction and termination as required. -Manage contractors, including contractor pre-qualification for jobs, leading tendering and contractor selection processes, ensuring timely on-site engineering reports and leading CHF's contractor relationships in assuring quality of construction on site. -Subcontract administration, including directing subcontractors and key personnel to execute works in compliance with construction requirements, design and engineering plans, specifications and safety standards, including monitoring costs, quality, schedule and field activities; realizing day-to-day contract management requirements including change orders, negotiations, payments and contract close-out. -Assure conformance to quality and safety standards, monitoring and reporting on works progress, recommending any management or contractual changes, as required. -Provide on-site expertise and problem solving to community groups, volunteer groups and residents engaged in the construction process. Support communications and relations with communities designated to benefit from CHF housing programs (working through local leadership, resettlement committees, etc.). -Assist in the identification of new programmatic areas and business opportunities or other CHF activities and personnel including design work, costing, donor relations, etc as needed. - Applicant Requirements:
-Masters degree in construction management or related construction management field preferred but a Bachelors with significant experience will be considered. -8 years professional construction and contract management experience. -Experience in contracting in Southeast Asia/Indonesia including experience in managing development style programs is preferred. -Knowledge of spatial planning software (i.e. AutoCad) for various civil engineering designs including metal and concrete buildings. -Ability to manage construction supervision teams through the establishment of effective construction monitoring tools. -Experience in: construction management, contractor management, monitoring systems and technical construction reporting systems, staff training and management. -Practical and technical knowledge of project management, project development, logistics and implementation. -Ability to work to deadlines. - Ability to work independently. -Computer competency with spreadsheets, databases, word processing and internet. -Strong interpersonal and team building skills required along with flexibility, humor, and patience. -Willingness and the ability to live, work, and travel in a challenging political environment. - Legally able to live and work in Indonesia. -Leadership qualities and the ability to get the job done: a positive "can do" attitude. - Application instructions:
