Under a peace agreement signed in 2005 with the northern part of the country, the Government of South Sudan is working with a variety of international donors and partners to develop basic preventive and curative health services. PSI established a presence in the country over 3 years ago and has developed a strong reputation as an organization that can deliver results in an extremely challenging environment. PSI has recently been appointed as the Principal Recipient of a $75 million program to implement a program for broad distribution of Long-lasting Insecticide-Treated Nets (LLINS) and Artemesinin Combination Therapy (ACT) and provide capacity enhancement for the National Malaria Control Program. This project supplements an already large platform which implements diversified projects in HIV prevention-to-care and distribution of Safe Water Treatment solution and tablets. The growth of the program has raised unique needs for the support of PSI's team on-ground and recruitment is underway for a dedicated Program Manager. As the key partner to PSI's Sudan Country Representative, the Sudan Program Manager is responsible for ensuring full headquarters support of PSI's affiliate in Sudan and providing a high level of support, guidance and assistance in all technical, external relations and administrative areas of the operation. This position is based in Washington, DC, reports to the Regional Director for East Africa, and requires 20-30% travel to S. Sudan. RESPONSIBLITIES: - Development of intimate knowledge of the S. Sudan country operation through regular visits and communication with the country team and development of key relationships in Juba, Nairobi, Geneva and Washington; - Coordinate support of PSI's functional departments for the benefit of the program, including preparation of necessary budgetary, proposal and programmatic documentation for action by contracts and finance; - Support the PSI procurement office to undertake a large-scale procurement and delivery of nets and ACT as well as management of third party procurement partners for equipment and other procurement priorities; - Collaboration with the EA Financial Analyst for correct and efficient financial reporting and invoicing on S. Sudan projects; - Anticipation and development of strategies and approaches to address key constraints to project implementation; - Facilitation of needed technical assistance through the development of scopes of work, seeking out, contracting and posting qualified consultants; - Development of project proposals, leadership on project reporting and other strategic written documentation; and - In collaboration with the People Department, develop and nurture a rich roster of potential candidates to serve in Sudan in technical and managerial roles with anticipation of a sustained operation in Sudan that will require a steady flow of qualified people. - Applicant Requirements:
- Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience; - 3-5 years progressively responsible experience in an analytical or general administrative/managerial role. - Ambition and ability to grow into a larger general management role in the field with PSI; - Demonstrated ability to get things done, work cooperatively with a broad range of colleagues and deliver results; - At least two years of professional work experience in a developing country; and - Familiarity with the Global Fund, USAID and other international donors. - Application instructions:
