As a member of a bidding consortium CCI, is calling for expression of interest (CVs) from consultants interested in an ADB funded Education LOAN project in Samoa. Background: The Information Management and Survey Planning Specialist will assist the Ministry in the training its staff in information management and socio-economic surveys. In general, he/she will be responsible for designing and preparing questionnaires, training of surveyors / enumerators, carrying out field work for the generation of data, analysing and reporting of findings, liaising with other consultants, training and guiding national consultants and preparing the final report and recommendations. - Applicant Requirements:
Preferred Qualifications and Experience: - Masters degree in IT or equivalent with emphasis on planning of social surveys; - Significant international and regional experience in the development and production of national surveys, analysis of data and publication and printing of educational materials; - Experience in the setting up of information systems; - Competence in design and development of complex computer databases, and in statistical analysis of education and social science data sets; - Experience in designing and building Access database applications, and in linking; Capacity to advise on the design of data collection instruments; and, experience in the use of project management tools such as Microsoft Project; - Experience in on the job capacity building of staff; - Exposure to working in the Pacific or developing countries; - High-level communication skills, competent report writing, computer and facilitation skills; - Proven ability to train others and build capacity among counterparts. - Capacity and willingness to work collaboratively with stakeholders and consultants - Application instructions:
