Job Title: Regional Engineer(s) Department:Office of Global Operations / LAC Reports To:Deputy Chief of Party Location:Haiti ESSENTIAL DUTIES AND RESPONSIBILITIES The position serves under the terms of a USAID-funded multi-million dollar project that seeks to create long term meaningful jobs in Haiti through the implantation of construction and reconstruction of important social and productive infrastructure. Projects are identified and prioritized (bottom-up methodology) with active participation of local government, community representatives and full engagement of the private sector. The program focuses on addressing sources of conflict among vulnerable populations in peri-urban areas of Haiti, specifically by increasing wage employment, skills and opportunities through large-scale and complex projects and through workforce training in targeted regions. The Regional Engineers are responsible for the timely and effective implementation and monitoring of community-based infrastructure projects in urban and peri-urban areas. They will be based within the regions of operation and each will be responsible for one or two regions. Duties include but are not limited to: -Work closely with Field Office Directors and the Deputy Chief of Party to assist in the development of solid project proposals and the timely project technical review and approval. -Responsible for managing the effective allocation of technical resources in support of project development process. Work with other relevant technical units to refine project selection and design process and criteria, and refine project monitoring systems. -Implement an effective plan for building technical capacity of all engineers employed or contracted by CHF in the region in which the Regional Engineers work in Haiti. -Implement an effective plan to ensure cross fertilization of technical capacity among engineers in an effort to capture all available skills and experience. -Responsible for providing all infrastructure related data for reporting purposes. -Supervises program Engineers to recruit and train effective local infrastructure team. -Work with stakeholders and CHF community participation team to identify realistic, viable, and sustainable productive and social infrastructure projects. -Evaluate prepared proposals, budgets and specifications for infrastructure projects by community groups and other sub-recipients. -Oversee and manage all technical, programmatic, and legal aspects of the construction process. -Ensure environmental standards and procedures are met, in consultancy with Environmental Specialist and local environmental staff. -Ensure timely completion of infrastructure projects and abidance by program budgets in conjunction with the CFO. -Supervise system for monitoring quality, timeliness, and expenditures of infrastructure projects. -Monitor results of monthly and quarterly progress reports against targeted indicators. -Work with all implementing partners and NGO operators to ensure compliance with USAID rules and regulations, and with CHF internal procedures. - Applicant Requirements:
-Demonstrated ability to lead, manage, and mentor a diverse technical team to enhance local capacity. -At least 10 years experience in infrastructure/ construction sector with at least 5 years working in post-conflict environment. -Demonstrated ability to uphold USAID rules and regulations in corrupt and conflict-affected environments. -Past experience working with USAID. Prior experience in Haiti a plus. -Excellent budgeting skills. -Ability to work well under pressure, and demonstrated ability to meet deadlines. -Willingness to live and work overseas under challenging conditions. -Verbal fluency in French. EDUCATION and/or EXPERIENCE Advanced degree or a B.S with equivalent experience. LANGUAGE SKILLS Candidates must be fluent in written and spoken English; verbal fluency in French.
