Position: Director of Economic Opportunities Location: Central Office - Port-au-Prince Supervisor: Chief of Party ESSENTIAL DUTIES AND RESPONSIBILITIES: The Director of Economic Opportunities is responsible for design, implementation and monitoring of program strategies that stimulate the creation of durable jobs. These strategies include private sector outreach, facilitation of entrepreneurship opportunities, development of and seeing through sustainable partnerships with the private sector, oversight of the workforce development programs implemented by ResCare and Habitat for Humanity, integrating Diaspora into the CHF/Haiti KATA job creation program activities, and monitoring and evaluation of activities that fall within Intermediate Result 3: Increased employment, skills, and opportunities in highly volatile areas (HVAs), including: Private sector generating long-term jobs in highly volatile areas (HVAs) Development of skilled labor in the construction sector & other high-potential sectors Private entrepreneurship enhanced The Director of Economic Opportunities will supervise the Economic Opportunities Outreach Manager and together they will mobilize the Private Sector Outreach Officers, Local Business Councils, Advisory Council, Implementing Partners, and the private sector. This oversight will include contributing to their continued professional development (capacity building) through effective mentoring and regularly planned training activities. The Director of Economic Opportunities will provide technical assistance in the identification of projects that result in durable jobs, and will contribute to the design of program strategies for generating micro-entrepreneurship opportunities in the urban, peri-urban and economic zones of the KATA program areas. Duties include: - Provide technical guidance during the proposal phase and throughout implementation, to the Field Officer Directors whose regions' KATA Committee has approved projects with an economic opportunity component. -Provide assistance to Field Office Directors, Private Sector Outreach Officers, and Local Business Councils to help identify project ideas for durable employment, including the identification of training needs, and employment opportunities. -Provide management oversight and guidance to the ResCare Workforce Development Program; approve the partner's annual work plan; coordinate communication and activities between and attend meetings with ResCare and KATA field offices, USAID and other partners; ensure proper reporting, approve payments; meet frequently to discuss activities. - Provide management oversight and guidance to KATA partners Habitat for Humanity, Femme en Democratie, and Sofihdes; ensure proper reporting; approve payments. -Design and implement annual employment generation sub award process, with a budget of $125,000+ per year. -Identify opportunities with the private sector, local NGOs, international NGOs, and other donors to leverage existing resources and to develop partnerships that will increase the effectiveness of the KATA program. - Facilitate the formation of private-public partnerships, focusing on job creation and workforce development through market-driven, private sector initiatives as well as partnerships with relevant public and non-governmental agencies. - Work closely with Chambers of Commerce and guide the design and formation of Local Business Councils in each city, assist in facilitating meetings, and provide guidance for activities. - Facilitate market linkages between micro and small/medium enterprises in each field office. - Organize monthly National Advisory Council meetings in PAP, with 1 meeting per year in the field, and follow-up on action items. - Design sector specific strategies to guide interventions that KATA initiates and to help guide the development of economic opportunity projects with partners. -Coordinate activities with USAID and other USAID implementers, such as EDC - IDEJEN program, the DAI - MSME program, the Chemonics - ITRADE program, and the MARCHE program, as they relate to Economic Opportunities. - Together with the Communications team, develop and implement tools for effective communication with the KATA Implementing Partners, Local Business Councils and the National Advisory Council. The position is based in Port-au-Prince, with regular and extensive travel throughout the country. The duties listed above are not inclusive of all your duties at CHF International. - At least 5-7 years working experience for an international development program. - Haiti experience highly preferred but not required. - Candidates must be fluent in French and English. Creole is strongly preferred. - Must be proficient in MS Word and Excel. - Superior verbal and written communication skills. Ability to interpret documents and communicate effectively in written reporting and public presentation. This is a senior management position where strong communication skills are required. EDUCATION: Masters degree in business administration, economics or other relevant field of study with an emphasis in economic development. - Application instructions:
