  5. The microfinance technology expert will carry out the following tasks: (i) assess the status of, and trends in, availability of telecommunication and electricity infrastructure in Vanuatu, particularly in rural areas (phase I); (ii) taking into account the core banking system utilized by NBV, identify the range of potential technology solutions that may be used to support the introduction of agent banking by NBV (phase I); (iii) support NBV in identifying and evaluating technology vendors through developing use cases/requirements, including process mapping; undertaking simple gap analysis between existing and future software requirements; preparing terms of reference and requests for proposals from vendors; and evaluating vendor proposals (phase I); (iv) in conjunction with the financial evaluation undertaken by the microfinance development expert, support NBV in determining the optimal choice of technology and agent business models (phase I); (v) support NBV to undertake project management for implementation of the technology infrastructure, covering the procurement of necessary supplier licenses and hardware, as well as overseeing integration activities and testing and validating the system (phase II); (vi) support technology implementation and refinement during the pilot program, including technological maintenance activities, ongoing licensing, ongoing card purchases, and monitoring and evaluation of the technology systems (phase III); and (vii) evaluate the technology aspects of the pilot program to identify lessons learned and refinements recommended for implementation in the scale-up phase (phase III).
• Applicant Requirements:
  4. The microfinance technology expert will have a master's degree in economics, business administration, law, information technology, engineering, or a similar field. The expert will have at least 5 years' experience in information technology project management, preferably in a bank or microfinance institution involving roll-out programs for point-of-sale devices. The expert will be an excellent communicator.
