Job Description KBR is seeking short-listing to pursue this ADB PPTA. The outcome of the TA is an agreed grant project, designed to (i) strengthen the capacity of communities to design, build and manage water supply and sanitation facilities; (ii) increase the number of water supply and sanitation facilities; and (iii) provide hygiene and sanitation education. The objectives of the proposed TA is to (i) Identified opportunities and constraints in the implementation of the rural water supply and sanitation strategy in Cambodia; (ii) Village level engagement strategy based on community based approach and Cambodia's de-concentration and decentralization policy; (iii) proposal on development of the Rural Water Supply and Sanitation database for project design and implementation; (iv) identification of appropriate water supply and sanitation technologies, systems and operation and maintenance practices, including private sector participation; and (v) an overall sector investment project. We are seeking potential candidates for the Team Leader/ Water Supply and Sanitation Specialist role. Major responsibility will be to coordinate the work of all team members and manage the TA budget. He/she will be responsible for overall TA outputs, including the design of the sector investment project, and for submitting required reports in a format that is satisfactory to the Government and the Asian Development Bank (ADB). The successful candidates will work within a team of international and domestic consultants, contribute technical expertise and knowledge toward achieving the project aims, and ensure that client expectations are realised in a timely, efficient and effective manner. Should KBR be short-listed and our subsequent tender be successful, it is anticipated that the consulting services will commence in early August 2008. Duration: 7.0 months - Applicant Requirements:
Application Requirements Candidates must be able to demonstrate: - Prior relevant experience as a water and wastewater engineer with at least 15 years experience in water and wastewater (water supply and sanitation) engineering or planning, construction supervision and project management - Significant exposure to the management of aid funded infrastructure projects, familiarity and experience in leading ADB PPTAs - A proven understanding and track record of working in Asia - preferably in Cambodia - Familiarity with the water sector economic and financial management and monitoring requirements required by ADB and Cambodia - Appropriate and relevant internationally recognised qualifications Experience working with counterparts in preparing and/or delivering development assistance projects would be a distinct advantage. - Application instructions:
