Intermon Oxfam is looking to fill the position of Watsan Officer/Hydrogeologist for Intermon Oxfam intervention in a Post-Emergency Project in Sofala Province - Mozambique. JOB DESCRIPTION Reporting to the Post Emergency Project Manager, the selected person would be responsible for the supervision of water and sanitation activities work of Oxfam International post-emergency project in Sofala Province. Key responsibilities would be: - Responsible for planning, supervising and monitoring borehole drilling works in targeted resettlement areas, ensuring that contractor(s) meet minimum standards. The activities will include supervision of hydrogeological survey and supervision of borehole drilling operations. - Together with the district water personnel, and following national guidelines, establish a sustainable community based operation and maintenance system for hand pumps based on cost-recovery. Assist the district water authority and targeted communities to establish and operate a spare supply system. - Responsible for the technical part of the community-based latrine construction works in targeted resettlement areas, including planning, supervision and monitoring in co-ordination with the Public Health Promotion team. Ensure quality standards on materials and design. - Work closely with the Public Health Promotion team coordinating the community-based latrine construction works and the water committees - Lead and task manage the technical team by planning and supervising the activities. - Participate in the recruitment of the technical staff (watsan team) for the borehole and latrine construction projects. Revise and up-date the watsan job profiles if required. - Manage the technical team under his/her responsibility. Carry-out technical staff evaluations and identify gaps on capacities. - Responsible of the supply request related to the latrine construction project according to the budget. Budget tracking and reformulation of the budget if required. - File and record all documents relevant to the borehole-drilling project. Locate GPS co-ordinates of all water points in resettlement areas and compile relevant data and information for each water point and water committees. - Train, mentor and provide on-going technical assistance to district water authority personnel and to national staff. Develop training modules for water committees and provide regular training to water point minders. - Monitor functioning of water point committees and hand pump use. - Ensure that IO and donor procurement procedures and requirements are complied. - Maintain adequate and proper documentation of all materials/equipment purchased and distributed to project sites. - Liase with other stakeholders and attend water related meetings at the district and provincial levels. - Inform regularly about the updates of the project to the Program Manager (PM). Write regular reports adhering to IO reporting formats at intervals to be decided by the Project Manager. A short final report is required at the end of each deployment. - If required, participate in assessments and writing proposals. - Be familiar with and abide by Oxfam's Code of Conduct and other regulatory codes such as the Red Cross Code of Conduct, Partners in Aid Code, Oxfam International protocols and the Inter- agency Field Co-operation Protocol. REQUIRED PROFILE - Graduate qualification in geology or hydrogeology or related discipline and community based experience in one or more other relevant areas (e.g. community development, geophysics, drilling, borehole rehabilitation, etc.). Experience may substitute for qualifications, but not the other way round. - Substantial overseas experience of which a considerable part should involve recent experience of Geology/hydrogeology or Water Engineering in rural areas. - Proficiency in written and spoken Portuguese or Spanish or Italian and English - 1 years of experience of task managing small teams and of training and capacity building. - Ability to work in a participative way with communities; strong counterpart/ training skills. - Strong assessment, analytical and planning skills and well developed writing skills. - Good communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of different cultural contexts. - Application instructions:
