Context ADPC has developed expertise in the management of public health emergencies in disasters through the implementation of projects, and developing and delivering training courses and workshops. The Public Health in Emergencies (PHE) Team has implemented projects and developed specific training activities to cover the whole spectrum of the potential hazards that can be anticipated in Asia and the Pacific: natural hazards, complex emergencies, terrorism or technological disasters. The PHE Team has begun to expand its activities outside Asia to now cover also Middle-East region. Risk management is the reference conceptual framework for developing projects of management of health in crisis situations. Team Goal To become a leading recognized resource in Asia and in other regions for emergency health preparedness expertise in project implementation and capacity building/training. Job Objective To lead the development of the PHE Team in ADPC into a well established and recognized resource for project implementation and capacity building in the field of public health in emergencies Reporting to: ADPC Executive Director Responsibilities 1. Manage a multi-cultural team multi-skills team, developing its resource and skills 2. Manage and develop the PHE work program/project portfolio 3. Develop dynamic working relationships with donor, government and partner agencies, and NGOs agencies 4. Develop public health in emergencies project proposals to meet donor agencies' priorities in public health emergency management. 5. Develop capacity building and training workshops and courses that address current needs in the field of public health in emergencies 6. Keep up to date on developments within the field of public health in emergencies 7. Participate as a member of ADPC's Executive Committee 8. Carry out ad hoc tasks assigned by the Executive Director - Applicant Requirements:
Requirements 1. A minimum of ten years experience in project portfolio/program management; with at least three years in disaster management, preferably in the Asia region 2. Proven experience in identifying, developing and implementing projects 3. Proven experience in managing and developing a multi-cultural team multi-skills team, in terms of its personnel and work program 4. Practical experience of developing and managing capacity building and training programs and courses, preferably health courses 5. Experience and capacity to network, develop and establish effective relationships with donor, government and partner agencies, and NGOs 6. At least Masters level qualifications in a health discipline, knowledge and experience in public health practices and health response in emergency 7. Proven ability to strategize, plan and organize work, monitor and evaluate activities 8. Ability to make public presentations in a teaching environment, and to facilitate courses and meetings 9. Good communications skills, written and spoken, in the English language 10. Experience working in a multi-cultural environment 11. Ability to work for long hours and under pressure, when required - Application instructions:
