Introduction Tanzania's main development challenges since independence have remained to be poverty even though progress in the social sectors has been made steadily nationally. The social indicators show that access to basic education is still low and the demographic indicators are still below acceptable standards. Politically, the country is in transition from a one party socialist state to a multi party market economy. The country's economy registered a real growth rate of 6.8% in 2005 making it the fastest growing in East and Central Africa, the main sources of growth being agriculture (4.8%), industry (8.7%), mining (15.2%), and manufacturing (7%). Tanzania has recently formulated an ambitious National Strategy for Growth and Reduction of Poverty that includes the following target related to Market Access and Income: - Reduced proportion of population below basic needs poverty line in rural from 38.6% in 2000 to 24% in 2010; and in urban from 25.5% (2000) to 12.9% (2010); - Increased productivity and profitability both within and outside agriculture sector; - Secured and facilitated marketing of agricultural products. SNV Tanzania aims to contribute to these poverty objectives through the inclusion and empowerment of small scale producers and entrepreneurs in a selected number of Value Chains with the objective to boost production, income and employment for the poor. The fact that Tanzania is still in transition from a centrally and state dominated economy to a market economy creates on the one hand huge opportunities but at the same time new challenges for small scale producers to enter the market successfully. Together with its clients and partners, SNV Tanzania within its Production, Income and Employment (PIE) Impact Area aims to enhance the possibilities for these producers to benefit from the emerging economic situation. To achieve this we offer a combination of the following services: - Market analysis and market intelligence; - Promoting efficient and equitable horizontal ad vertical linkages for the economically active poor within various value chains; - Facilitating the growth and graduation of informal businesses to the formal sector; - Promote strategic partnerships with key stakeholders using the Public Private Partnership (PPP) model to drive Local Economic Development (LED) or Value Chain Development (VCD); - Facilitate sustainable business linkages between service providers and their clients along the segments of the value chain and enhance the capacity of economic service providers; - Facilitate knowledge development and knowledge brokering related to VCD and to boost local expertise in trade arrangements and market intelligence. Function objective: Within this general framework, the Senior Advisor will be the Portfolio PIE impact area leader and will advice the PC on all matters regarding PIE development in line with Country strategy. She or he will be part of the Portfolio team of Advisors in designing intervention strategies for Value Chain Development. Where required, the senior advisor will assist in the development of national level activities. Responsibilities: A. Advisory Services 1. Advise the PC and advisors on multi-stakeholder processes on all matters related to value chain development; 2. Strengthen the capacity of LCBs and BDS providers for both Oilseeds (Sunflower & Sesame) and Horticulture (Pineapple) Value Chains; 3. Contribute or lead in the development of an appropriate networks and links for Multi-stakeholder processes in Value Chain development; 4. Provide capacity building services to clients and create an enabling environment for private sector development in the portfolio specific positioning choices. B. Learning & Teamwork 1. Support and coach PIE colleagues in the Portfolio on effective value chain interventions and provide backstopping services on request of the PC; 2. Facilitate learning and knowledge development within SNV on best practices within the PIE Impact Area; 3. Work alongside the National level PIE leader for enhancing cross portfolio cooperation and coordination in PIE related interventions. C. Positioning/networking/resource mobilization 1. Actively network with relevant portfolio players within the specific value chains; 2. Support the PC in resource mobilization by formulating proposals for financing capacity development; 3. Advise PC on relevant PIE intervention strategies, developments, clients, LCBs and partners. - Applicant Requirements:
Education: - Required: Masters degree in Economics, Marketing, Business Administration or equivalent. Work experience and competencies required: - At least 10 years of working experience of which 5 should be at a senior level and preferably of which at least 3 years in private enterprise and business sector; - Proven knowledge of Market and Value Chain Analysis and Market Intelligence Tools as wel as business modelling; - Good communication skills in tems of proposal writing, negotiation, facilitation and presentation skills; - Advocacy and lobbying processes, development of institutional frameworks and public policies. Facilitation of dialogue processes and joint action between multiple stakeholders (public, private, civil society). (Inter) organization and institutional development (IDOD). Coaching. Gender issues; - Achieved recognized results in related knowledge development (e.g. articles, publications, as speaker on professional relevant congresses/seminars); - Experience in resource mobilization; - Experience in micro and medium enterprise development; - The ability to operate and participate in national and international forea and represent SNV successfully. Languages: fully proficient in English. Willingness to learn Swahili. - Application instructions:
Description of the duty station (Morogoro): Morogoro is a 3 hour driving distance from the Commercial Capital - Dar es Salaam which offers Health care services: reasonable (specialised medical services only available in Nairobi or Johannesburg). Safety: Good with a stable political climate. Accessibility: Good. By air to all regional destinations and direct flights to Europe. Education: Good ISS school (IB recognized). Salary Scale 11: minimum EURO 2795 - maximum EURO 4294 gross per month (hypo tax will be deducted) depending on relevant working experience, excluding attractive secondary conditions and individual allowances. Contract period: starting a.s.a.p. for 3 years.
