The International Development Program (IDP) of the American Institutes for Research (AIR), a not-for-profit research organization that provides applied social and behavior research and technical assistance to clients in developing countries, is conducting a pre-award search for a senior-level Director for Finance and Administration (DFA) for an upcoming Basic Education project in Mali. This five-year project will provide support to increase children's access to a quality education, especially for girls and vulnerable children through reinforcement of both formal and non-formal educational opportunities. The project will provide high-quality pre-service and in-service teacher training to Mali's approximately 33,000 primary school teachers, and expand the use of information technology as a means to provide educational opportunities and literacy skills to Mali's school-aged population. Based in Bamako, Mali, the DFA is a senior-level management position and will report to the Chief of Party. The DFA is responsible for the successful implementation of the Basic Education project's administration and financial systems and provides financial support to the eight regional offices throughout Mali. S/he provides support to the Chief of Party (COP) and line-management supervision to the Assistant to the DFA, Chief Accountant and Regional Accountants. The Director will also work closely with the Senior Program Coordinator to ensure the effective implementation of the project's mandates. Specific Responsibilities: - Ensure compliance to USAID and AIR financial, human resources and other regulations that apply to the operation of donor projects in Mali. - Provide the monitoring and support needed to meet all financial compliance issues at the governorate level. - Ensure the timely and accurate submission of all financial reports. - Serve as the principle liaison for financial and administrative issues between AIR Home Office, Mali/HQ and regional levels. - Disburse funds to field offices according to approved budgets and implementation plans. - Ensure that all financial reports are prepared in accordance with agreed-upon procedures. - Through working with the Senior Program Coordinator ensure that AIR personnel policies are followed and that employee issues are effectively handled. - Through working with the Procurement Specialist, ensure funds availability and verify that all procurement actions are compliant with AIR's financial management guidelines prior to payments (also ensuring that procurement needs of the project are addressed in a timely and efficient manner). - Through working with the Contract Officer ensure all contracts are executed in compliance with AIR polices and in a timely and efficient manner. - Through working with the Program Assistant ensure the on-going support needs of the project office are met. - Provide all other support to ensure compliance with financial requirements and administrative procedures as needed. - Participates in the successful design and implementation and monitoring of the project's annual budgeting process. - Applicant Requirements:
- Minimum of a bachelor's degree in accounting, finance, business administration or equivalent; - Minimum of five years experience working on accounting/financial management of developmental programs; - Substantial financial management experience on USAID contracts/cooperative agreements, including USAID policy, procedural and reporting requirements; - Experience in financially managing USAID-funded grants programs; - Experience in field based accounting; - Experience with computerized accounting and strong organizational and leadership skills; - Excellent oral and written French and English. Desired Skills and Qualifications: - Master's degree or recognized professional degree, such as CPA; - Knowledge of U.S. and local accounting practices and relevant laws.
