  AVRDC - The World Vegetable Center is a nonprofit, autonomous international agricultural research center with headquarters in Taiwan and regional offices around the globe. AVRDC conducts research and development programs that contribute to improved incomes and diets in the developing world. The Center is seeking a prudent, strategic, highly motivated and experienced Finance Manager to manage the budget, treasury, finance, and accounting services of the Center including its regional offices to ensure fiscal health, efficiency, and accuracy.

• Description:
  Key Responsibilities 1) Plan, organize and supervise the global operations of the Financial Services (budget, treasury, finance and accounting) of the Center - Formulate and prepare Center's annual budget - Effectively manage cash flow and other financial assets of the Center through appropriate accounting practices - Administer and monitor the financial and accounting system in an accurate and efficient manner - Manage payroll and ensure correct and timely payment of salaries and benefits - Assist conversion of the Center to full cost recovery of indirect expenses 2) Propose and implement financial policies and procedures to improve global operations and procedures 3) Provide financial advice to the management, DG and the Governing Board - Assist the DG in macro financial planning, financial analysis, investments, and budgetary control - Recommend short and long term investment opportunities to the Management in accordance with Board policy 4) Liaise, coordinate and manage linkages with external financial institutions such as auditing firms, banks, and AIARC 5) Assist in fund raising activities 6) Prepare financial statements and reports to meet official and operational requirements
• Applicant Requirements:
  Qualifications - Bachelor's degree (Master's degree preferred) in Finance, Accounting or Business Administration - A Certified Public Accountant accreditation is desirable - At least eight years progressive and international experience in budget, treasury, finance or accounting - Advanced knowledge of financial and accounting software - Ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements. - Thorough knowledge of generally accepted accounting principles (GAAP) and internal auditing practices. - Excellent interpersonal skills and proven ability to motivate, inspire and promote team-work in an interdisciplinary, multicultural, and global context - Proficiency in spoken and written English; knowledge of Chinese is an advantage

• Restrictions: Terms of Appointment: The position will be based at the AVRDC's Headquarters in Taiwan. The initial appointment is for three years with one year probation. Salary and perquisites are commensurate with qualifications and experience.
