Rwanda has been identified as one of the few Sub-Saharan African countries most likely to achieve the MDGs by the target 2015. In general, Rwanda has indeed made strong progress between 2002-2005 in the social sectors- health, education, water and sanitation whilst performance has been weaker within the productive sectors. The predicted growth of Rwandan economy is between 3 percent to 5.5 percent in 2006. However the high population growth (350 inhabitants per square km, 3.5% per year of growth, 17% users of contraceptives) erode the economic growth and destroy the environment (poverty decrease from 60.2% to 56.9% - 62.5% in rural areas and 23.3% in urban areas) but there are 600.000 more Rwandans living in poverty than there were 5 years ago). Also, there is a soaring of inequity in threatening poverty reduction and economic growth (the average income of the top 20% of the population has almost doubled since 1996, while the income of the bottom 20% has remained stagnant in the last 10 years). Inflation has been strictly controlled at 5.5 percent. SNV Rwanda employs 28 advisors both located in Kigali and working in two portfolios, the North portfolio is focused in Renewable Energy/Biogas, Water, Sanitation and Hygiene and Coffee value chain. The south Portfolio is covering all the country and is focused on Education Tourism and Non-Timber Forest Products. The team of South portfolio presently consists of a total of 13 advisors, with the PC. The PC will report to the Country Director for Rwanda and will work closely with the other one portfolio in Rwanda. Main responsibilities: - Coordinates the advisory practice within the portfolio: develops and formulates the policy and benchmarks for the performance of the team. Updates context analysis in which an inventory of development processes, (sub)national poverty reduction strategies and development potential is related to partner/client organizations. - Forms part of the country level management team; supports and advices the Management Team on the development and formulation of the SNV strategic positioning in Rwanda. - Is responsible for the steering and coaching of the team of advisors and the operational management of the portfolio team (including admin staff), thereby giving attention to the individual and organizational learning and the interrelation between the sectors and value chains. - Builds partnerships and develops and maintains a network in which SNV services can emerge. - Participates actively in regional knowledge development/thematic groups and practice areas, internally and externally in order to exchange experiences that might enrich internal knowledge. - Possible involvement in the development of activities at regional level, - In line with the EDPRS and MDG, guides the team in how to contribute to the achievement of impacts at the local level with client and partner organizations, through the sectors and values chains selected - Management of the resources (human and financial) allocated to the Portfolio. - Provide the requisite advisory services at the various levels aimed at creating an enabling environment for SNV's interventions. - Ensure integration of participatory and governance for empowerment perspectives among client organizations in the portfolio. - Strengthening collaboration with SNV North Portfolio. - Applicant Requirements:
Education: Masters degree or equivalent with an academic level of working and thinking. Work experience: 8 years of relevant working experience (thematic area, advisory practice). S/he should have recognised expertise in (change) management, one of the SNV's impact areas and process facilitation. In addition should have experience with giving advice in complex situations and in different contexts. Knowledge: Broad knowledge of and insights into theories of development focused on structural poverty alleviation and the achievement of the MDGs. Specific knowledge of education and value chain approach and governance for empowerment in a rural context. Good knowledge of organisational and institutional development processes and the functioning of local authorities and traditional leadership structures. Skills: Team player with networking abilities, combined with result orientation. Possess management skills with ability to inspire colleagues and steer on results, coaching and communication skills.
