For more information, please visit: www.psi.org. PSI seeks an experienced HIV Director to be based in Maputo, Mozambique. The HIV Director will manage a multi-million dollar budget and coordinate the activities of more than 300 people in an integrated HIV department consisting of a Prevention Division and a Service Delivery Division. Prevention includes BCC/IPC activities for the general population and specialized programs for most-at-risk target groups, whereas Service Delivery consists of an extensive VCT and PMTCT network. PSI works closely with the MOH, MOD, and the Ministry of the Interior (MINT) in the HIV area, and a wide range of HIV-related topics are addressed, including concurrent sexual partnerships, intergenerational sex, and risk perception. The work is complemented by other departments providing malaria, safe water, and nutrition care to defined target groups (i.e., PMTCT clients, PLWHA, and OVC). All activities are supported by messaging and communications developed in-house or in collaboration with advertising agencies. The program is nationwide in scope and covers all provinces and districts through a network of community agents and theatre groups operating at the community level. Operations are assisted by a 25-member national HIV support team based in Maputo, as well as by provincial supervisors. The HIV Director reports to the Country Representative, but also works closely with the Marketing and Research functions. He/she is part of the senior management team, and the role comes with important organizational development and capacity building responsibilities, and involve both donor and government relations. The position requires strong technical skill and extensive management experience. RESPONSIBILITIES: The HIV Director will provide technical and managerial oversight of the platform's HIV department; manage, coordinate, and integrate activities; and strengthen capacity across all sectors. The role requires extensive management experience and personnel management experience from an African country. Specific duties include, but are not limited to: - Directing the HIV portfolio, which includes a large VCT/PMTCT program and a large IPC program; - Providing technical and managerial oversight of the HIV department; - Overseeing development of evidence-based interventions across all sectors; and - Representing PSI to government, donors, and other stakeholders. QUALIFICATIONS: - Relevant graduate or post-graduate degree; - Significant management experience in a public health area; - At least 5 years of work experience in a developing country; - Portuguese language proficiency or strong knowledge of Spanish; and - Familiarity with international health, development issues, and the international donor community. The successful candidate will exhibit creative thinking ability; excellent communication, analytical, organizational, interpersonal, and writing skills. Outstanding donor and government relations skills are important. The candidate must be able to analyze information fast, set clear goals, prioritize tasks, mobilize resources, and cope in a high-intensity, high-energy environment.
