SNV/Albania has been operating in Albania since 1993. The main activities have been in the practise area's Forestry and Governance. The country program is now in the middle of a reorientation towards income generation, production and income in three sub sectors: Forestry Products; Sustainable Tourism and Small Farm Agricultural Products. Drinking Water is a basic service that SNV Balkan is also working. Sub sector and value chain development are emphasized with governance, environmental sustainability and gender dimensions. SNV Albania assists key national and local/area/regional public, private and relevant non-governmental organizations in the planning, development and marketing of Albania's tourism industry toward contributing to the development of the country's economy through income generation, increased employment, poverty alleviation and sustainable use of its cultural and natural resources. A key focus is assisting local communities, areas and regions in the development and implementation of Tourism Action Plans utilizing an existing, proven SNV Balkan Strategic Planning Process. As an International Portfolio coordinator the main objective is to lead and coordinate the advisory Practice within the portfolio (presently containing 5 advisors and 3 support staff), ensuring that all advisors have best practices, tools and methods to do their work. This will be done together with facilitating and coordinating the development of knowledge on the impact of SNV work in Sustainable Tourism As a Senior Advisor in Sustainable Tourism you will provide advisory services to a wide range of local/area/regional, national and international stakeholders supporting the development of tourism in Albania and surrounding SNV Balkan countries in close coordination with other SNV tourism advisors. The senior advisor will be a member of the SNV Balkan Tourism Knowledge Network and will contribute to the global SNV-UNWTO (United Nations World Tourism Organisation) partnership. The senior tourism advisor will also interact with other Albanian SNV advisors working in the Areas of Communal Forestry and Agriculture plus incorporate the cross cutting themes of Governance, Gender Equity and Environment into ones daily work. Currently, SNV/Albania operates through four portfolio teams, Tirana, Peshkopi/Kukes, Fier and Korca. The management context is matrixed. Vertical management rests with the Portfolio Coordinator and Country Director. Horizontal coordination among all portfolio's concerning all sub sectors will be responsibility of Regional network leaders. Collaboration/coordination with SNV Balkan Regional Management Team is expected for resource mobilization and corporate partnerships. - Closing Date: 21-May-2008

1. Is responsible for the coordination of the advisory practice within the portfolio, develops and formulates the policy for the performance of the portfolio team. Updates a context analysis in which an inventory of development processes and development potential is related to partner/client organizations 2. Proposes and reaches agreements with client organizations and upon advisory plans 3. Supports and advices the Country Director and Management Team on the development and formulation of the SNV strategic positioning in Albania 4. Is responsible for personnel management, steering and coaching of the portfolio team, result measurement and quality improvement and the portfolio's fiscal and operational management 5. SNV Balkan's intention is to nationalize the position of Portfolio coordinator, responsibility of the candidate will be to coach a national employee to fulfil this position in the near future. 6. Develops and maintains a professional and client network in which SNV services can emerge 7. Participates actively in knowledge development/thematic groups internally and externally in order to exchange experiences that might enrich internal knowledge, especially around the theme of governance and EU preparedness, promoting the participation of SNV in thematic national and international networks. Facilitates and leads thematic group in the identification of best practices, shares and promotes learning of them; identifying the needs for training and/or alliances 8. Gives high qualified advise to clients/partners, especially regarding governance, public administration and EU issues 9. Provide advisory services to a wide range of local/area/regional, national and international stakeholders supporting the development of tourism in Albania and surrounding SNV Balkan countries in close coordination with other SNV tourism advisors 10. Serve as a member of the SNV Balkan Tourism Knowledge Network contributing to the global SNV-UNWTO (United Nations World Tourism Organisation) partnership - Applicant Requirements:
A Masters degree in Tourism or a relevant field, such as Economics or any other related discipline, in combination with a specialisation in the planning, development and marketing of tourism products. At least 10 years of work experience in strategic planning facilitation and advisory work especially in the planning, development and marketing of tourism products and elaboration and implementation of policies that effectively develop the enabling environment required to promote sustainable tourism development. Experience in networking and alliance-building at the international, national and regional/area/local levels. Practical tourism experience in both the public and private sectors would be a welcomed asset. Proficiency in English language and willingness to learn language of the country (verbally and written) Proven management capacity. Knowledge and skills: Sustainable tourism planning, development and implementation, capacity strengthening, market analysis chain development, policy development and organisational development. Skills: Adaptability to a multicultural working environment, Coaching and teamwork skills. Knowledge of and experience in organizational and institutional development Knowledge of and experience with methods and techniques of market analysis, stakeholders analysis, acquisition, advocacy, networking and lobbying Salary Scale 11: minimum of Euro 2795,02 - maximum of Euro 4294,82 gross per month (hypo tax will be deducted) depending on relevant working experience. We offer a contract with attractive secondary conditions and individual allowances in a dynamic international organization. Contract period: 2 years; with a possible option to extend. Starting a.s.a.p. Description duty station: The position will be based in our Korca office. Name: Korca, A friendly city of 60,000 citizens found in southeast Albania on the Korca Plain located at an altitude of 850 meters above sea level surrounded by mountains. Korca is considered one of Albania's premier cultural and educational centres possessing numerous attractions, activities, restaurants, shops and a university accommodating 7,000 students. Summers are very warm (mid-20s to low-30s Centigrade) and winters can be cool with temperatures normally around zero degrees Centigrade but sometimes reaching - 15 degrees Centigrade. Medical Facilities: The city has good health care facilities. Security situation: No risks Communication: Excellent land line and mobile (cell) telephone services and excellent internet services. Accessibility: Four hours drive to Tirana (Albanian Capital City), Fier and Peshkopi (other Albanian SNV office locations). One hours drive to the Macedonian and Greek borders.
