Since 1 January 2008 NIRAS has implemented a project, "Consulting Services for Support to Ministries of Reconstruction" in Iraq. The project operates from a Technical Advisory Office (TAO) in Baghdad situated in the secured Green Zone. For this project we need inputs from several short term as well as long term experts in the field of: - Agriculture - Rule of Law & Human rights - Macro-economics / Development Planning - Transportation (maritime and land) Scope of Service The scope of consultancy is focused on capacity building within selected ministries: Ministry of Agriculture, Ministry of Human Rights, Ministry of Planning and Development Cooperation, Ministry of Displacement and Migration and Ministry of Transportation. Capacity development in the present context comprises enhancement of effectiveness of the Government of Iraq (GOI) by: - Enhancing human capacity of staff at the selected ministries in order to improve their public services. - Assisting in developing the organisational set-up of governmental institutions. - Assisting in preparation of policies and strategies. Short-term input (9 weeks) NIRAS is searching for short-term experts to undertake scoping studies in the selected ministries (Agriculture, Transportation and Planning and Development Cooperation) with the aim of uncovering the ministries' needs and possibilities. The objectives of the scoping studies are: 1. The capacity of GOI within the sector described and assessed. 2. Areas of capacity which need improvements, within the sector identified. 3. Concrete activities/mini-projects suitable for receiving Danish technical assistance, i.e. support from the project, proposed and described. Experts from the scoping study might, if interested, be extended to fulfil the long-term sector advisor position. Long-term input - Sector advisors in Agriculture, Transportation, Human Rights and Planning and Development Cooperation (till ultimo 2008, with optional phase 2009-2010) Furthermore NIRAS is searching for long-term sector advisors to the Ministry of Agriculture, Ministry of Transportation, Ministry of Human Rights and the Ministry of Planning and Development Cooperation. The immediate objectives of the support to the concerned ministries and institutions are: 1. The capacity within selected central ministries of GOI enhanced. This, with a view to assist the GoI in acquiring adequate skills for the management of its portfolio related to the government's reconstruction and development agenda. The consultant will, in liaison and coordination with the Iraqi side and relevant donor coordination fora, determine the extent to which the required training and capacity building can be covered under the present Agreement and, what would need support from other donor partners. 2. Development activity interventions identified, formulated, priority ranked and implemented in accordance with national Iraqi development strategies. Requirements The consultant should preferably fulfil the following requirements: - Minimum 10 years experience. - Technical capacity, education and experience in agriculture, justice, human rights, macroeconomics, transport as appropriate. - Experience in working at ministerial level. - Experience in working with capacity building, institutional development, training, planning. - Experience with project management reporting/tools: LFA, ToR, Progress Reports etc. - Application instructions:
