PURPOSE To support an environment conducive to strengthened governance and the application of the rule of law. OBJECTIVES 1. Support the development and extension of a judicial ethics and conduct framework 2. Commence the development of regional consistent strategic planning tools for the adoption of Pacific Island Country (PIC) courts 3. Develop and implement regional peer-to-peer networks and national inter-agency communication and coordination mechanism to address common priorities BACKGROUND This component responds to the Pacific Plan which advocates the development of regional governance mechanisms and leadership codes by directly supporting an environment conducive to effective governance and adherence to the rule of law. The focus of the Component is on the development of professional standards, strategic planning, peer and agency communication and coordination designed to enhance individual and institutional good governance as a prerequisite to judicial independence. Codes of ethics that are effective and well understood enhance respect and legitimacy for the judiciary and encourage the community to seek access to justice. DURATION 8 months2 from 1 July 2008 to 30 June 2009 (part-time) - Applicant Requirements:
- High level oral, written and communication skills, with a demonstrated ability to work closely and consult with stakeholders (face-to-face and remotely) - Demonstrable consultative approach - Demonstrated high level of interpersonal skills, with a demonstrated ability to work in a crosscultural environment - Demonstrated organisation skills, and capacity to create collegial working relationships between experts and stakeholders - Experience in developing and implementing evaluation and follow-up strategies - Report writing skills - Competency in the use of Microsoft Office suite of products - Relevant qualifications and experience in institutional strengthening cognisant of accountability and transparency requirements of the public sector - Skills and experience in institutional strategic planning through the entire cycle from consultation to implementation. - Knowledge and experience in a wide range of professional conduct and standards methodologies, including the ability to contextualise these methodologies in developing countries - Knowledge of the inter-relationship between policy, legislative, procedural and managerial components of professional conduct and standards - Application instructions:
