PURPOSE To develop sustainable regional technical capacity able to develop and deliver local professional development programmes OBJECTIVES 1. Ongoing basic training needs of judicial and court officers are addressed in all PIC. 2. Support the development of a competent and appropriately sized training delivery capacity in each PIC 3. Build leadership capacity of judicial officers and court officers in all PICs BACKGROUND Recognising that PJDP will end in 2011 and that the capacity of educators across the region continues to grow, the focus of the component 4 during 2008-09 will be to strengthen the capacity of Pacific educators by convening a Regional Training Team (RTT) of existing educators who will design and deliver training across the region. This will enable the Programme, while supporting and monitoring the RTT, to work with key stakeholders to identify the skills and competencies required of various judicial and court officers in order to develop a staged approach to building capacity from a zero base. Training packages will then be developed to respond to the gap between actual and desired skills and competencies as identified by the Training and Development Adviser. This Annual Plan begins the shift from training to institutional development to ensure that learning is further integrated into the core work of the courts and comprises more than substantive law and procedure training to include skills and competencies of leaders and managers. Given the reduction in actual training delivery, and the increase in needs analysis, mentoring and development of training capacity under the 2008-09 AP, the Senior Faculty Member position has been re-orientated to a Training and Development Adviser. DURATION 12 months from 1 July 2008 - Applicant Requirements:
COMPETENCIES - High level oral, written and communication skills, with a demonstrated ability to work closely and consult with stakeholders (face-to-face and remotely) - Demonstrated high level of interpersonal skills, with a demonstrated ability to work in a crosscultural environment and in a team - Demonstrated organisation skills, and capacity to create collegial working relationships between experts and stakeholders - Relevant qualifications in adult learning / training / capacity development - Experience in objectively assessing skills, competencies and standards - Experience in the conduct of training needs analysis and developing appropriate methodologies to bridge training gaps - Ability to develop and implement self-paced learning modules, job rotations and secondments - Ability to assess documentation, standards, systems and assessment processes required by providers of education to establish new, or refine existing courses to meet the needs of judicial and court officers - Ability to undertake analysis of cost-effective, appropriate and sustainable options for the provision of ongoing judicial educator training within the Pacific without external assistance - Demonstrably able to create effective mentoring and coaching relationships - Ability to facilitate commitment to solutions and develop action plans - Experience in developing and implementing evaluation and follow-up strategies - Ability to consider macro issues and application at the micro level - Knowledge and experience in a wide range of monitoring and evaluation (M&E) methodologies, - Skills in writing informative, summative and evaluative reports - Competency in the use of Microsoft Office suite of products - Application instructions:
