SNV Vietnam aims to strengthen the capacity of Vietnamese organizations to improve the living conditions and position of poorer sections of Vietnamese society working towards empowerment. SNV-Vietnam operates within the framework of the Social Economic Development Plan (SEDP) and Millennium Development Goals (MDG). SNV Vietnam's capacity building services are implemented through specific sectors to achieve impact on poverty alleviation through increased production, income and employment and a better access to basic services for poor people. In Vietnam SNV is active in 4 sectors: Forest Products, Pro Poor Sustainable tourism, Small holder Cash Crops, Renewable Energy including biogas, and Water Sanitation for Hygiene Forest Products sector The main focus of the sector in Asia is income generation for the poor through value chain development for timber and non-timber forest products (NTFPs), improving market and credit access, market based planning in the forest sector, creation of pro-poor access to carbon financing and promotion of pro-poor management of forest land through small holder producers and communal management of forest land. In Vietnam recently strategic value chains have been selected in the FP sector: Bamboo, Rattan and Acacia for high value end products. Development of these value chains, their enabling environment and their supporting products/services will lead to improved production, higher income and more employment for the poor in the forest sector. Carbon credits, the forth strategic Value Chain, anticipates REDD and other innovative facilities in the forest sector. The Pro Poor Forestry Programme (PPFP) The main activity in the FP sector is the Pro Poor Forestry Programme in the North Central Agro-ecological Zone (PPFP). PPFP builds on experiences gained and lessons learnt from successful SNV programs in the North-Central Agro Ecological Zone (NCAEZ) region. PPFP focuses on forest dependent households that obtained land-titles under Vietnam's land reform policy. PPFP aims to improve their benefits from these land-titles through rational forest planning and management at all levels based on free decision making and reliable and accessible and sufficient information. Project owner of PPFP is the Forest Inventory and Planning Institute (FIPI). PPFP activities are implemented by 4 provinces in NC region: TT Hue, Quang Tri, Quang Binh and Nghe An province. SNV provides Technical Assistance to the PPFP together with Tropenbos International (TBI) and the University of Queensland (UQ). The PPFP is financed through in kind contributions from SNV, TBI and UQ and by the Vietnamese Trust Fund for Forestry (TFF) under the Forest Sector Support Programme (FSSP) of the Ministry of Agriculture and Forestry (MARD). - Closing Date: 30-May-2008

He/she leads the FP sector of SNV Vietnam. He/she is responsible to provide and assure quality advice to all actors at national and provincial level in the development of a Pro-poor forestry sector. More specifically he/she is responsible for: A. Advisory services: - Delivers and assures quality of services provided by SNV advisors within his/her field of expertise with special attention to Value Chain Development and Market opportunities as basis for forest planning and management. - Initiates and contributes to regional activities within his/her field of expertise. - Stimulates market and product innovation by the team, including carbon financing. B. Learning & Teamwork: - Leads together with other Senior advisors the activities of the Vietnam FP advisors. - As sector leader for the FPMC he/she is part of the core group of the Forest Products network in Asia. - Coaches clients and colleagues and provides feed back on their performance. - Promotes learning and sharing of best practices related to thematic expertise. C. Positioning: - Represents SNV in FSSP and other political and strategic partnerships and forums. - Contributes to SNV Vietnam/SEA positioning & product development in the FS sector and contributes to development of other sectors like SHCC and Renewable energy - Actively explores new markets - product - client combinations D. Knowledge management / development - Ensures proper documentation of activities and achievements. - Ensures that best practices are published. - Creates knowledge networks/partnerships nationally and internationally within his/her field of expertise. Specifically as CTA to the PPFP: - Supports the operational management of the PPFP through coaching of and advice to its Project coordinator and other staff members at national and provincial level. - Coordinates the Technical advisory services to the PPFP of the 3 advisory organisation SNV, TI and UQ; - Represents the 3 advisory organisations in the Project Management Board of the PPFP and other committees and meetings related to the PPFP and the TFF; Expected results: Forest Products sector: - The position of SNV as leading International NGO in the field of Pro-poor forest sector development in Vietnam and in the region is maintained. - The development of strategic Value chains of the FP sector has contributed to substantial and positive impact on Production, Income and Employment for the poor. - SNV engagement in strategic and operational partnerships with partners in the Public sector, the Private sector and the Civil Society has improved. PPFP: - Establishment of a good working relation with main institutional partners FIPI, TFF, FSSP and the Department of Forestry (MARD/DOF), and also with the Provinces and their programme staff and SNV's advisors in Vietnam and at regional and corporate level - Smooth operation and healthy outlook of the PPFP programme. - Applicant Requirements:
Educational background: MSc in Rural or Development economics, MBA is an advantage, Academic level of working in Economic rural development and Value Chain Development in the Forestry sector. Experience: minimum 10 years of relevant working experience; experience in Value Chain Development and Multi Stakeholder processes is essential; Experience with Land Use Planning is an advantage; Good international network in the Forestry sector; strong advisory skills and capable of managing a national programme. Skills: Active knowledge of English (verbally & written); Project design, management, implementation and evaluation; Institutional development/ organizational strengthening activities; Value Chain Analysis and Competitive Alternatives analysis; Rural financing modalities. Team player and coach. Description duty station: Name: Hue city (in the North-Central of Vietnam), with interesting natural and cultural environment.
