We currently have a requirement for a short-term specialist (STS) to Survey Fire Damaged Buildings in Dili for 3 months starting as soon as possible. A significant number of public and private buildings in Timor-Leste have been partially destroyed by fire and many have had what remains of their building fabric removed by looters. It is therefore necessary to determine whether damaged buildings should be refurbished or demolished a structural survey is required of each building. Once a survey is conducted the Government will be able to decide which buildings are to be included in budget programs for refurbishment or demolition. It is proposed to engage a short term specialist under the ADB IPM to survey twenty of the priority buildings in Dili and recommend refurbishment or demolition and provide estimates of the work. - Applicant Requirements:
A qualified building structural engineering specialist (BSES) is required that is experienced in assessing and reporting on the structural capacity of fire damaged concrete, masonry and steel structures is required. The BSES will have a minimum of 10 years experience linked to the preparation of structural reports connected with fire damaged buildings and have worked extensively in a developing country. The BSES must be fluent in spoken and written English and have preferably a knowledge of Portugese since the specialist will be required to prepare high-quality reports in English and be able to read and understand the many Portugese language documents in use within the MoI. The specialist will: prepare a comprehensive list of all public buildings partially destroyed in Dili; carrying out a full building and structural conditional survey report on twenty damaged public buildings; and, prepare cost estimates for either the demolition of or the full refurbishment of the surveyed buildings. - Application instructions:
