Provide leadership and promote a commitment and passion for continual improvement in the quality and effectiveness of CHF's delivery of services and empowerment of low- and moderate-income communities. Develop and standardize a CHF M&E system that encourages solid program design, performance measurement, and innovation, and support field offices in a collaborative effort that results in a system that: 1) provides a cost-effective competitive advantage for CHF; 2) institutionalizes the use of rigorous, consistent qualitative and quantitative assessment methods; 3) provides the tools and training for effective program design, monitoring, and evaluation; 4) generates valid data to both measure project performance and program impact; 5) builds and helps the field implement innovative assessment and evaluation approaches that provide data beyond program requirements that is strategically important to CHF's growth and leadership; 6) creates feedback loops to incorporate M&E results into improved program design, management, and most importantly, quality service delivery to the communities we serve around the world. Develop and maintain a CHF-wide M&E system and process, including ability to collect and analyze standardized impact data across all CHF country programs for measuring institutional program impact and in the context of CHF fulfilling its mission, addressing a broader development agenda such as the Millennium Development Goals, and changing priorities and developmental approaches of foundations and donors. Design and implement M&E templates and frameworks for both CHF proposals and ongoing projects (i.e., logical frameworks, performance management plans, scopes of work for baseline assessments and impact evaluations, recommended amounts to include in proposal budget for M&E, etc.). Support headquarters and field staff in the formulation and implementation of project level and organization level M&E indicators, processes, and activities. Work closely with each Community of Practice to develop guidelines and menus of recommended indicators in CHF's core technical areas as well as build sets of indicators that address new donor requirements and more sophisticated program goals. Develop a central schedule and timeline for evaluations including mid-term and end of program reviews and reports, review scopes of work, to ensure maximum benefit and contribution to CHF's learning agenda. Self-starter who is able to work collaboratively across functional areas to achieve organizational and personal performance objectives and to provide leadership in applying state-of-the-art M&E practices to CHF projects and programs. Demonstrated ability to conduct/oversee evaluations, reviews, assessments, data audits, etc. to ensure proper use of the system and to ensure compliance with internal and external standards of performance. Experience Required: Proven success designing, specifying, implementing, and operating standardized, automated M&E systems that are integrated into organizational operations from the proposal stage on. Experience in the evaluation of international development projects using a range of qualitative and quantitative methods. Working knowledge of USAID's orientation to M&E and experience with relevant USAID methodologies, missions, and staff. Five plus years of progressively responsible, practical, international M&E experience. - Application instructions:
