Anticipated start date of August, 2008. FIELD COORDINATOR-SUDAN Duty stations: Bor, Jonglei State, with frequent field travel. CHF International in Southern Sudan: CHF International is implementing a multi-sector development program in Southern Sudan, including interventions in livelihoods, water/sanitation, infrastructure, civic awareness-raising, and GBV. Operating out of Khartoum, CHF maintains field offices in Juba and Rumbek. Position Overview: The Field Coordinator will be responsible for setting up CHF's new Bor office and establishing its Jonglei operations. He/she will subsequently be in charge of programmatic and operational oversight, particularly with regards to WatSan, infrastructure, and capacity-building. Working with program specialists, consultants (water/sanitation, civil engineering, capacity-building, etc.) and other program staff on implementation, this will include the establishment of baseline criteria, program and implementation/work plan development, training of staff, program management and implementation, monitoring and reporting, innovation, and new program development. The position reports to the South Sudan Field Director. Specific duties will include: Setting up CHF's Bor base and acting as the primary focal point for CHF in Jonglei State; Providing oversight for management, implementation, and operations (including future programs) to ensure concrete and timely results; Carrying financial and administrative responsibility for the Bor office and guesthouse, including hiring of staff (in coordination with the Country Director and/or Field Director); Developing a strong sectoral understanding of activities being implemented and ensuring quality programming; Monitoring and managing sub-contracts and sub-grants to partner organizations and/or contractors; Providing substantive input in program design, implementation innovations and future proposal development; Producing necessary written reports, evaluations and analysis against targeted indicators and/or maintain present updates; Training national staff in operations and programmatic responsibilities and skills; Liaising effectively with community, government, NGOs and donor representatives. - Applicant Requirements:
Minimum Experience/Skills required and Expectations: -BA degree (masters or professional accreditation preferred) or commensurate professional experience in fields related to program management, including international development, economics, business management, international relations. -4 years overseas professional experience, preferably in insecure environments, including experience in implementing and managing relief or development programs and program start-up; -experience in the development of management systems, staff training and management; practical and technical knowledge of program management, program development, logistics and implementation; -experience in grants and/or contract management and/or civil engineering preferred; -knowledge of HF/VHF radio systems, RBGANs and satellite phones; ability to drive 2x4 and 4x4 vehicles; -ability to work to deadlines on long hours and under significant professional and environmental pressure and ability to work highly independently; -computer competency with spreadsheets, databases and word processing/internet; -willingness to live, work and travel extended periods in the field under very basic conditions; -leadership qualities and ability to get the job done: a positive 'can do' attitude. - Application instructions:
