For more information, please visit: www.psi.org. PSI seeks entrepreneurial, dynamic candidates for the position of Director of Finance and Administration for PSI Angola. This management team-level position is based in Luanda and will report to the Country Representative. PSI Angola has a current annual budget of approximately US$7 million. The platform consists of social marketing and communications for HIV/AIDS and malaria prevention, and safe water systems. The program is funded by USAID, the Global Fund, Unicef, ExxonMobil, and the Dutch. The Director of Finance and Administration Advisor will be responsible for building personnel and systems capacity within the support functions of PSI Angola and mentoring senior national staff members, as well as some aspects of programmatic operations. She/he will understand and outline the key functions of the department with reference to current and future needs, volume of work and quality requirements. In collaboration with the Country Representative and other colleagues, she/he will: - Design an appropriate Finance & Administration organizational structure, including detailed job descriptions; - Assess current capacity and identify key performance gaps; and - Develop and implement a performance improvement plan, including policy revision and implementation, personnel recruitment, training and mentoring, and performance management At the end of two years, it is expected that a team of host country nationals will be recruited and mentored so that they may successfully take forward the Finance and Administrative functions in PSI Angola. RESPONSIBILITIES Specific duties relevant to each functional area within the department include, but are not limited to: Finance - Ensure contractual compliance with PSI and donor regulations; - Ensure that internal and external financial reports are of high quality; - Create and manage annual budgets, assist in coordinating work plans; - Lead development of internal control systems; - Manage financial and compliance aspects of subawards and subcontracts; - Liaise with PSI/Washington accounting departments; - Manage internal and external audits and ensure that audit recommendations are implemented; and - Build capacity organization-wide in financial monitoring and budget tracking. Procurement - Ensure compliance with existing procurement policies; - Minimize fraud via active monitoring and close coordination with internal and external audits; - Manage all international and local procurements, avoiding any stock-outs for PSI products and ensuring rapid turn-around on local purchases; and - Maximize efficiencies and cost-savings. Administration & Logistics - Asset management and maintenance; - Manage all transportation needs, including PSI vehicle fleet; and - Manage office operations (security, generator, cleaners, etc). Programming - Support project directors with reporting, project management and new business development as necessary; - Assist Country Representative with representational duties as required; and - Contribute actively to the platform's strategic development. - Applicant Requirements:
- Minimum two years developing country work experience; - Strong financial and operational management experience with proven management skills; - Fluency in English required, Portuguese and/or Spanish preferred; - Demonstrated ability to produce results; - Familiarity with international donors; and - Master's degree in relevant field preferred. The successful candidate will exhibit creative, innovative, and strategic thinking ability; excellent oral and written communication, analytical, organizational interpersonal and cross-cultural skills; ability to work efficiently and quickly under pressure; and an interest in private sector approaches to development.
