SUMMARY OF POSITION PSI/Papua New Guinea (PSI/PNG) seeks a dynamic technical advisor well versed in evidence-based decision making and behavior change communications (BCC), to manage and oversee the refinement and implementation of a non-product HIV/STI BCC project primarily targeting men of reproductive age and, on a secondary basis, traditional most at risk populations (MARPs), such as sex workers in PNG. The candidate will also be responsible for reinforcing evidence-based decision-making within PSI/PNG and must thus have a strong background in quantitative and qualitative research. (The successful candidate will be expected to become familiar with PSI's research methodology (TRaC and MAP) and learn how to incorporate research findings into programmatic decisions). The candidate should be willing to spend 30% level of efforts (LOE) in the field and 20% LOE on building the skills of the PSI/PNG Marketing Manager, especially in developing a Work Place Program. This position is based in Port Moresby and reports to the Country Representative. Based on fundraising efforts, this position could be extended for a third year with responsibility being expanded to malaria social mobilization activities under the Global Fund. RESPONSIBILITES: Management and Implementation of the Rural Enclaves HIV/STI BCC project - Improve the evidence-base for the men's reproductive health project through TRaC, qualitative research, and training pre- and post-tests; - Build internal capacity to train and manage activities within the project, especially the BCC technical skills of the Communications Manager; - Strengthen coordination with cooperating partners to optimize health impact; - Implement an efficient supervision and quality assurance (QA) system to ensure consistency and quality of BCC field interventions; Provide Technical Assistance to Work Place programs (WPP) - Develop training sessions for WPP and train the WPP coordinator in using the tools - Build capacity of the Marketing Manager to supervise the WPP Oversee institutional work planning, reporting and monitoring - Design and implement an institutional system for consolidated work planning, reporting, data management and monitoring, including a BCC data base and data collection tools; - Strengthen institutional capacity in work planning, reporting, data management and monitoring through internal trainings and dissemination of data collection tools; - Ensure timely work planning and reporting of all HIV/STI BCC components; Representation - Participate in various technical working groups, on an as-needed basis; - Maintain excellent relationships with major local partners, including faith based organizations, other international NGOs, economic enclave operators, and local partners, as well as focus on creating and measuring health impact for the benefit of the PNG people; - Applicant Requirements:
QUALIFICATIONS: - Master's degree or equivalent experience in a related field; - Demonstrated evidence-based BCC experience; - Experience with donor reporting; - Developing country field experience essential; - Proven experience leading and mentoring cross-cultural teams; - Familiarity with international health (specifically HIV) development issues and best practices, and the international donor community specificities; - Strong proven management skills; - Experience in developing malaria social mobilization programs a plus - Application instructions:
