African Voices - Improving EC aid to Agriculture in Africa

This study, commissioned by the UK's Department for International Development (DFID), provides a snapshot of the ongoing reform process. EU aid: Genuine leadership or misleading figures? An independent analysis of European aid figures

New official figures released by the European Commission in March show that European Member States are fulfilling their promises to increase overseas development and are actually ahead of their collective target and doing better than expected. However, as this NGO briefing shows, nearly one third, of the reported European ODA in 2005 did not provide any new aid resources for developing countries. This vast amount of apparent aid spending was in fact money for debt cancellation - which was primarily firstly issues to subsidise European companies operating in devloping countries - and for refugees and students costs in donor countries. Thus European aid is doing less than it could to fight world poverty. The report - to be realease in full at the end of April - calls for clean up in aid reporting to ensure that the only aid that is counted is aid that saves lives and not simply saves face. Fast forward: How the European Commission can take the lead in providing high-quality budget support for education and health

Developing-country governments desperately need more long-term and predictable aid, given through their budgets, to finance the expansion of health care, education, and other vital social services. The European Commission (EC) is one of the biggest donors providing this kind of essential budget support, and has innovative plans to further improve and increase this aid. European Union (EU) member states must support these ambitious plans (Oxfam GB, May 2008).

Hold the applause! EU Governenents risk breaking aid promises

In 2002 and again in 2005 European Union governments committed to substantial increases in the amount of aid they give to poor countries. According to official figures most European countries are living up to their aid promises. But European citizens should hold their applause. European governments continue to make misleading claims about their aid figures: nearly one third of Europe's reported Official Development Assistance (ODA) was not in fact genuine aid. Improving the Governance of European Foreign Aid: Development Cooperation as an Element of Foreign P

By Carlos Santiso, CEPS Working Document No. 189. Centre for European Policy Studies. Ironically, improving governance has become both a condition and objective of European foreign aid. Yet, the governance of European foreign aid is hardly an example to be followed. This study argues that the root cause of the current state of affairs is linked to the very process of European integration and the birth defects of European foreign aid policy. Europe has never clearly decided whether it wants development aid to be an instrument of its diplomacy or an autonomous policy with its own objectives and rationale. Time has probably come to make such a decision. The reform of the aid it provides is a critical dimension of its foreign policy, a dimension often overlooked by the debates on foreign, security and defence policies.

Italy and the fight against world poverty

"Italy and the fight against world poverty" is the second ActionAid report on Italian development cooperation that assesses the progress Italy has made in honouring commitments made in 2000 in the fight against global poverty. One year into Italy's new premiership, the report takes stock of the government's achievements so far. One of the government's objectives is for Italy to become a significant contributor in the fight against world poverty by increasing financial resources and reforming the cooperation system. "Italy and the fight against world poverty" questions policy makers on this year's results and on their future plans to resolve past shortcomings before 2010. In 2010, Italy will be called upon by the donor community to report on the quantity and quality of its official development aid. By then, Italy will be required to spend 8.7 billion Euros every year in a "more effective" way to fight global poverty. (ActionAid).

The European Investment Bank in the South: In whose interest?' Can the EIB deliver on development? [PDF 1.28 mb]

A day before the European Investment Bank (EIB) sets up a special trust fund to disburse European aid to Africa, a new report launched today in the European Parliament reveals that the EIB is currently under prepared to deliver on development. Available online, the report was authored by Jaroslava Colajacomo on behalf of four sponsoring NGOs - CRBM, CEE Bankwatch, Friends of the Earth International and WEED. 'European Investment Bank in the South. In whose interest?' evaluates the environmental, social and development consequences of EIB operations in Africa, Latin America and Asia and presents eight case studies of controversial EIB financed projects in Zambia, Chad, Cameroon, Brazil, Mexico, Philippines, Indonesia and Laos and covers areas such as mining, oil, the pulp industry, water privatisation and large hydro dams.
