Nga Hoe Tuputupu-Mai-Tawhiti/New Zealand Agency for International Development. NZAID seeks to be a trusted development partner in working for a safe and just world free of poverty. NZAID is a semi-autonomous agency of the Ministry of Foreign Affairs and Trade, Aotearoa New Zealand. The underlying purpose of New Zealand's aid programme is to contribute to peace, security and development in an increasingly interdependent global economy from which some countries do not benefit fully. New Zealand's aid programme has as its principal objective to secure lasting improvements in the living conditions of poorer people in developing countries.

NZAID's field blog gives an up-close and up-to-date insight on the realities of aid on the ground. NZAID staff will update the blog as they travel to the field to visit NZ funded programmes and projects. The first blog will be written by NZAID Communication Manager, Catrina McDiarmid, who is travelling to Papua New Guinea on a visit focussing on the Millennium Development Goals and the Pacific, HIV/AIDS, and other sexual and reproductive health issues. Caritas Aotearoa New Zealand, 19 May 2005. The commitments outlined in today's Budget, which focused on savings and significant increases in portfolios such as health and education also provided benefits to areas such as housing, child advocacy and mental health, and this has been welcomed by Caritas, the Catholic agency for justice, peace and development ... Together with domestic advocacy, Caritas is a lead agency in overseas development and relief work and the 0.01 per cent increase in overseas development assistance was particularly disappointing.

2003 guidelines for NZANGOF. The New Zealand Agency for International Development (NZAID) has allocated funding from its 'Other Africa' Programme to non-governmental organisations (NGOs) for projects with partner agencies in Africa through the New Zealand-Africa NGO Facility (NZANGOF). This facility recognises and seeks to build on NGOs relationships with partner agencies and input they have already had in the region.

- New Zealand aid agency a success - now time for aid levels to rise

OECD - Paris, 15 April 2005. The OECD Development Assistance Committee (DAC) welcomed New Zealand's decision to reform its aid policies and delivery system. In particular the DAC praised the creation of New Zealand's international aid agency, NZAID, which has heightened New Zealand capacity to deliver effective development programmes. Based on this success, the DAC called for the establishment of a firm medium term aid target as a concrete step towards New Zealand's goal of reaching the agreed United Nations target of 0.7% of GNI. While New Zealand's official development assistance (ODA) has increased in absolute terms, at 0.23% of Gross National Income (GNI) it still lags well behind the DAC member country average of 0.42%. "New Zealand sees itself as a good global citizen and its work in development, particularly in the Pacific region, is evidence of that. But we believe that New Zealand should back up those ambitions with a clear programme of medium term increases in aid. The logic for an increase in ODA volume has become inescapable," says OECD DAC Chair, Richard Manning.

NZAID, September 2005. Aid Minister Marian Hobbs has launched a report on New Zealand's contribution to helping developing countries reach targets set out in the Millennium Development Goals (MDGs). "New Zealand is committed to improving the lives of the millions of people who exist in poverty," Marian Hobbs said. "The report, 'New Zealand's Contribution to the Global Partnership for Development' assesses our progress five years into the project.

- NZ announces support for debt relief to poor countries

NZ Govt, 27/06/2005. New Zealand will support debt relief initiatives by paying off a share of developing country debt held by the World Bank, Aid Minister Marian Hobbs announced today. "Debt is a crippling issue for many poor nations. If the rich nations of the world fail to act, it is the poor who will suffer," Marian Hobbs said. "New Zealand has agreed to support a G8 proposal to effectively cancel the debts to the World Bank's International Development Association for some of the world's poorest and indebted countries. This is an important step in the global effort to reduce poverty.

- NZ Government fails to meet its international obligations

"I am disgusted with the Governments failure to move towards the internationally recognised goal of allocating 0.7% of Gross National Income (GNI) to overseas aid" said the Executive Director of the Council for International Development, Rae Julian. "While the $20 million increase in the overseas aid and development budget is welcome, it does not enhance our reputation as a generous nation," she said.

Six Pacific island nations helped Japan win a symbolic vote at the International Whaling Commission (IWC) in favour of a resumption of commercial whaling. Whereas New Zealand's oppostion said that the IWC should not be able to buy votes and that New Zealand aid money will be wasted if a higher standard of governance is not achieved, Prime Minister Helen said that while the government was sad that its Pacific neighbours had sided with Japan, she would not link aid to the issue as "tying aid is the worst possible aid practice." - NZ reinforces support for poverty elimination

Aotearoa New Zealand Government, 23 February 2005. The world knows how to reduce global poverty and has the means to do it - but success will come down to political will, Aid Minister Marian Hobbs said today. She was speaking in support of New Zealand's formal response in New York to a UN report on progress towards the Millennium Development Goals. The goals, endorsed in 2000 by 189 countries including New Zealand, set out ambitious targets to reduce extreme poverty by 2015. "NZAID, our international aid and development agency, is closely considering the content and recommendations of the UN''s Millennium Project Report, which outlines how we can begin to significantly reduce extreme poverty," Marian Hobbs said. "Poverty is currently killing people at around the rate of one Asian tsunami per week."

- NZAID - Asia Development Assistance Facility (ADAF)

Through ADAF, New Zealand's Official Development Assistance programme contributes to a reduction of poverty in Asia by fostering private and institutional partnerships that respond to local development needs and initiatives and build local capacity and self-reliance. ADAF provides funding for development initiatives in Asia. New Zealand individuals or organisations who have established an association with a counterpart in eligible countries can apply for ADAF funding.

- NZAID Funds Pacific Centre Programmes

The UNDP Pacific Centre has benefited from a grant of USD $900,000 from the New Zealand Agency for International Development (NZAID) for use in the implementation of its Democratic Governance; and Crisis Prevention and Recovery programmes. Both programmes will receive USD $450,000 each (UNDP, Pacific Centre, January 2008).

- NZAID Ministerial Review

New Zealand's foreign aid efforts are on track and being well managed by NZAID, the government's international aid and development agency, a newly released ministerial review has found. NZAID was established in 2002 with the aim to bring a distinct profile and discipline to New Zealand's aid efforts, at that time Cabinet instructed that the new agency be reviewed to assess progress towards that aim. This assessment was carried out in 2004 and 2005, and released by Minster of Trade and Foreign Affairs Winston Peters on the 30th March 2006. (Dr Marilyn Waring, July 2005)

- Papua New Guinea's sex disease time bomb ticks away

In this article the journalist visits the under resourced and overcrowded Port Moresby General Hospital. Since mid-2001, Aids has been the single most common cause of death at this hospital, a fact usually kept secret from the patients' relatives because of the associated stigma. The future's worst-case scenario is that more than half a million people will be HIV positive by 2015 - with the impact on the country's development devastating. Who will be the teachers, the political leaders, the farmers? Who will care for the orphaned children? Papua New Guinea's particular disease is the gap between health policy and delivery and a shortage of people who know how to bridge it. The article looks at the role of donors, including New Zealand, the government, and the church, in dealing with the problems.
