Falling Short: Aid effectiveness in Afghanistan

In this report, Oxfam argues that 'Increasing insecurity and criminality is jeopardizing progress in Afghanistan. With low government revenues, international assistance constitutes around 90% of all public expenditure in the country, thus how it is spent has an enormous impact on the lives of almost all Afghans and will determine the success of reconstruction and development.'

Education and Skills: Strategies for Accelerated Development in Asia and the Pacific

This ADB Publication analyzes education sector issues and strategies in the Asia and Pacific region. The study report is expected to guide ADB operations in the education sector and help ensure they remain responsive and relevant to the needs of its developing member countries. The study reaffirms that the goal of inclusive growth depends on continuous development of an adequate human resource base, and provides a strategic framework for ADB's work in the education sector in support of that development.

On the Feasibility of Power and Status Ranking in Traditional Setups (New Version)

This paper aims at a better understanding of the conditions under which unequal rank or power positions may get permanently established through asymmetric gift exchange when a gift brings pride to the donor and shame to the recipient. The central result obtained is that an asymmetric gift exchange equilibrium can occur only if the importance attached to social shame by a recipient is smaller than that attached to social esteem by a donor.

What the World Bank lost in Berlin

In Berlin donor countries gathered for the last meeting of the 15th Replenishment round of the International Development Association (IDA) - the arm of the World Bank which gives highly concessional loans and grants to the world's poorest countries. But the World Bank and its European members lost a key opportunity to reform damaging World Bank policies (Eurodad, 19 December 2007).

Asian Models for Aid: Is There a Non-Western Approach to Development Assistance? (pdf)

This document is a summary of a seminar held in Oslo, December 2006. The seminar examined models for aid in China, Japan, India and South Korea and concluded that there is no one particular model for aid, and there will never be a development model with a size that fits all. 'Global cause' and effect: How the aid system is undermining the Millennium Development Goals

A new report by WaterAid argues that donor "blind spots" and single issue causes are undermining the achievement of the Millennium Development Goals. An aid system needs to be built that will "respond to the complex needs of poor communities" not to the whims of preferences of political leaders in the north or to the loudest northern campaigns. WaterAid is not calling for water and sanitation to be added to "the shopping list for international development favourites" but rather for "international donors and developing country governments to begin to see the linkages between essential services and to shape their development policy accordingly" (WaterAid, 15 August 2007).

Putting donors under surveillance? A Eurodad briefing on the aid effectiveness agenda -

Development aid is more in the public eye than ever before. In recent major international summits world leaders committed to increasing the amount of aid for developing countries. Yet, aid increases cannot successfully reduce poverty without making sure it gets to those who most need it. The multiplication of donor missions and procedures, their conflicting plans and objectives at country level, as well as promotion of their own interests to the detriment of recipient countries priorities, are major obstacles to ensuring that aid benefits enough poor people. This briefing explains the commitments and process in the official "aid effectiveness agenda", which represents significant pledges to reform how aid money gets spent (Eurodad, March 2007).

"Our priority is just to survive"

Neoliberal reforms are neither what Africans need, nor what Africans want, argue activists from civil society. According to this interview with Aminata Traoré, a former minister of Mali, donor agencies are imposing their agenda on developing countries. (Development and Co-operation, No.7 2006)

Commitment to Development Index

Rich and poor countries are linked in many ways-by foreign aid, commerce, migration, the environment, and military affairs. The Commitment to Development Index (CDI) rates 21 rich countries on how much they help poor countries build prosperity, good government, and security. Each rich country gets scores in seven policy areas, which are averaged for an overall score. While two-thirds of rich countries had improved their policies towards poorer nations in the last three years, seven had gone backwards. (Center for Global Development, 2007)

Exploring the Role of Development Cooperation Agencies in Corporate Responsibility (pdf 472K)

(IIED) By Tom Fox and Dave Prescott, May 2004. This report explores how bilateral and multilateral donors can support business activity that contributes to sustainable development, particularly in developing countries. It argues that, by helping to create an 'enabling environment' for responsible business practices, donors can enhance the effectiveness of their aid and increase the contribution of business to poverty eradication. It is based on discussions at an international conference: 'Development cooperation and corporate social responsibility: exploring the role of development cooperation agencies', which took place in Stockholm on 22-23 March 2004.
