- Fraction of Oil Profits Sought for Poorest Nations

The world's 50 poorest nations -- ranging from Cape Verde and Haiti to Nepal and Sierra Leone -- are turning to the major oil-producing nations for urgently needed assistance for development. Anwarul Karim Chowdhury, U.N. under-secretary-general for Least Developed Countries (LDCs), has proposed that oil-producing nations should consider earmarking just 10 cents per barrel from their rising incomes for infrastructure development in LDCs in the next 10 years. - 'Global cause' and effect: How the aid system is undermining the Millennium Development Goals

A new report by WaterAid argues that donor "blind spots" and single issue causes are undermining the achievement of the Millennium Development Goals. An aid system needs to be built that will "respond to the complex needs of poor communities" not to the whims of preferences of political leaders in the north or to the loudest northern campaigns. WaterAid is not calling for water and sanitation to be added to "the shopping list for international development favourites" but rather for "international donors and developing country governments to begin to see the linkages between essential services and to shape their development policy accordingly" (WaterAid, 15 August 2007).

- 30 year war creates shadow of hunger over Eritrea

War and drought have reduced this East African country to a state of almost total dependence on food aid. Most of the fertile land was caught up in the conflict with Ethiopia, and now that peace has returned, farmers have found their land covered with land mines and their cattle stolen. - A Wider Approach to Aid Effectiveness

In this paper the authors discuss the results of research into the impact of foreign aid on human development. Rather than focussing on per capita income, as is common in the existing literature, they look at how aid impacts on a range of human development indicators, including measures, of health, education and fertility, and allow for the fact that these different dimensions of wellbeing are likely to interact with each other. - Africa's Missing Billions: International arms flows and the cost of conflict

A report from Oxfam, IANSA and Safeworld about the estimated the economic cost of armed conflict to Africa's development. The sum estimated is equivalent to international aid from major donors in the same period. If this money was not lost due to armed conflict, it could solve the problems of HIV and AIDS in Africa, or it could address Africa's needs in education, clean water and sanitation, and prevent tuberculosis and malaria (IANSA, Oxfam and Saferworld, 2007).

This report by International Lawyers and Economists Against Poverty argues that trade negotiations as represented by the Doha Round will promote development only if two conditions are met: first an ambitious and balanced market access package in key areas such as agriculture or services; second, actions to address developing countries insufficient infrastructural, institutional and human capacity. This second condition is best met through Aid. Hence the report's title Aid for Trade.

- Assessment of the future humanitarian risks in occupied Palestinian territory

This paper examines the humanitarian risks in the West Bank and Gaza Strip in the coming months. The analysis has been organised according to three scenarios. Scenario 1 reflects the current situation. A more critical forecast is related to the withdrawal of funding to the Palestinian Authority. In Scenario 2 Israeli-enforced movement restrictions and security measures continue and the Palestinian Authority's (PA) budget and services are only partially funded. In Scenario 3 Continued movement restrictions and security measures and the PA budget and services a re not funded at all. - Avoiding failure with Hamas

Can Hamas change? The Palestinian Authority's government has suggested respect for past agreements with the caveat that these must serve Palestinian interests; and officials hint that one day they would accept a two-state solution, only to contradict themselves the next. While there is genuine uncertainty over whether Hamas ultimately can come up with the right answer, this article argues that halting aid to the Palestinian Authority almost certainly will yield the wrong one. Starving the Palestinian Authority of such resources almost immediately after Prime Minister Ismail Haniyeh has taken office and before his government's policies can be assessed would be tantamount to ensuring the experiment in Islamist political integration is stillborn. Should Hamas conclude that failure is its only option, it will eventually revert to its proven methods of violence - and three out of every four Palestinians would fall beneath the poverty line. The author recommends donors should rather respond by prioritising what Hamas does, not what it says and allow a trial period for aid. Adopting such an approach has nothing to do with endorsing Hamas's ideology or previous conduct, and everything to do with devising a realistic policy to deal with a real problem. - Debt swaps for development. Creative solution or smoke screen? - 2007-11-22

Debt swaps are not a new idea. Via a debt swap, the creditor country cancels a debt at its nominal value. In return, the debtor invests part of the cancelled amount in development projects according to conditions previously agreed by both parties. In the 1980s debt swaps were widely used, particularly in emerging economies. This is a look at the concept of debt swap and the implications it has (Eurodad, October 2007).

- Gearing macroeconomic policies to manage large inflows of ODA: the implications for HIV/AIDS programmes

This working paper examines how macroeconomic policies can be managed to accommodate a large inflow of foreign aid to combat the HIV/AIDS epidemic and still maintain macroeconomic stability. Because of the daunting scale of this epidemic, funds need to be disbursed urgently in order to contain its spread, yet some economists worry that rapidly scaling up foreign assistance for this purpose will cause inflation and appreciation of the real exchange rate. As this paper explains, governments and central banks need to coordinate fiscal, monetary and exchange rate policies in order to be 'absorb' aid to safeguard long-term economic growth alongside combating the epidemic.
