Decentralising Aid and its Management in Uganda: Lessons for Capacity-building at the Local Level

The paper begins with a quick diagnosis of the key policy and institutional issues of local governance in Uganda before decentralisation reforms were introduced. It then synthesises the main features of decentralisation policy highlighting its implications for local government institutional capacity development. In the last part, some conclusions are drawn and examples are given of the most successful practices. These experiences and lessons, as well as the final recommendations, are intended to stimulate policy-makers in the donor community to review their practices. The conclusions could also be used by research institutions as a basis for further investigation into the whole issue of decentralised management of development aid.

This manual produced by United Nations Office for the Coordination of Humanitarian Affairs offers detailed advice and guidelines for humanitarian workers involved in negotiations with armed groups. The preface to the manual notes that: "For humanitarian workers, the ability to negotiate with all actors in situations of crisis or conflict is essential to effective and timely provision of humanitarian assistance and protection. InterConnection - enhancing NGO internet visibility

InterConnection is a Seattle-based NGO that works to make Internet technology accessible to under-served communities around the world. It provides other nonprofits and NGOs with refurbished computers and websites in order to enhance their visibility. In this way NGOs in the developing world obtain a web presence so that they will be more visible to potential clients, funders, and allies. Since 1999 they have supported over 70 organizations in 23 countries, for example providing websites to Habitat For Humanity Belize, Leaders of Tomorrow Foundation in Ghana, the Ntulume Village Women's Development Association in Uganda, and IEARN in Trinidad and Tobago. Keeping the Water Flowing

In the villages near Mahoba in India, WaterAid's partner Gramonati Sansthan have trained a group of seven women to become mechanics - each looking after their village pumps, but also joining forces and working together when larger repairs are needed. As women are the main collectors of water and the main carers in the family their involvement often means the difference between a projects' success or failure. And having women in these roles also helps to change people's opinions, since women often face big problems with no property rights, no housing and lower literacy rates. (WaterAid)

This guide, produced for Oxfam GB, reviews Oxfam's wide experience of working with many different kinds of producer organisations (POs), and summarises background information on producer organisations in general. Small-scale producers face many opportunities but also huge challenges in today's markets. While it is important not to expect too much of producer organisations working in weak rural markets, there are several examples of successful facilitation by funding agencies. The Least Developed Countries Report 2007
