"War on terror is undermining democracy"

Political repression and the war on terror are expected to be amongst issues discussed at the five-day CIVICUS World Assembly that begins in the Scottish city of Glasgow on June 21. Kumi Naidoo, CIVICUS secretary general, said that some of civil society's most important activists could not be there as they were in prison. Arming NGOs with knowledge: a guide to the International Monetary Fund (IMF)

This handbook explains the nature, structure and activities of the IMF in order to de-mystify the institution and explain how it affects people's lives. It also presents the criticisms that various citizens' groups have had of IMF operations, and specific strategies for targeting the Fund and other related institutions. Despite the Fund's growing power, the time is ripe to push for comprehensive changes at the IMF. The global financial crisis has sparked an unprecedented debate among policymakers and within the media on the role of the IMF as no other recent event has. The growing international citizens' movement calling for comprehensive debt relief for the world's poorest countries is proof that people can and are getting educated and mobilized on issues of economic injustice. The Access Initiative has developed a set of tools to help civil society groups measure how well governments are performing on access to information, public participation, and justice in decision-making for the environment. These tools are available in the new CD-ROM publication, Assessing Access to Information, Participation, and Justice for the Environment: A Guide. The Guide describes our unique methodology and includes more than 150 research questions designed to measure law and practice in the following areas: * Degree of access to selected types of Information about the Environment; * Degree of Public Participation in decision-making processes; and * Comprehensiveness and quality of Capacity Building efforts to encourage informed and meaningful public participation. Australia scrutinizes influence of nongovernmental groups

Spurred by conservative rumblings over the growing clout of nongovernmental organizations (NGOs), the Australian government is taking a closer look at such groups' activities at home and abroad.Earlier this year, Prime Minister John Howard offered to investigate all aid agencies working in Indonesia using Australian government funding, following complaints by President Megawati Sukarnoputri. And in a move that critics see as politically motivated, his government has hired a conservative think tank to investigate NGO influence on some government agencies. Between Grassroots and Governments - Civil Society Experiences with the PRSPs: A Study of Local Civil Society Response to the PRSPs (pdf)

The report focuses on civil society experience with locally identified priorities for poverty eradication, an area little examined and less discussed in the international debate on PRSP to date. In the three N/S PRSP Programme countries, Honduras, Nicaragua and Zambia, civil society organisations have been involved in efforts to identify national as well as local priorities for poverty eradication. Taking the point of departure in involvement of CS with PRSP planning and monitoring at both levels, the paper presents a range of challenges and dilemmas for civil society in its efforts to combat poverty. Special attention is given to civil society initiatives and response to PRSP in provinces, districts and communities.

Budget Analysis and Policy Advocacy: The Role of Non-Governmental Public Action (PDF)

Mark Robinson, Institute of Development Studies (IDS) working paper, September 2006. This paper examines the impact and significance of independent budget analysis and advocacy initiatives that are designed to improve budget transparency and the poverty focus of government expenditure priorities. It draws on case study research of six budget groups in Brazil, Croatia, India, Mexico, South Africa, and Uganda, which include non-governmental organisations, research institutions and social movements. The findings demonstrate that civil society budget initiatives contribute to improvements in the transparency of budgetary decisions and the budget process, increased budget awareness and literacy, and deeper engagement in the budget process on the part of legislators, the media and civil society organisations.

Charities in firing line of Russian law

Russia has brought into force a new law that critics say gives officials a free hand to harass charities and human rights groups they do not like. The law, regulating the activities of non-governmental organizations (NGOs), has brought fresh allegations the Kremlin is backtracking on democracy in a year in which Russia is making its debut as chair of the Group of Eight rich nations. President Vladimir Putin says the law is needed to help stop terrorists, money launderers and foreign intelligence services using NGOs as a cover. He says legitimate groups have nothing to fear from the new rules. Foreign and Russian groups said their biggest concern was not so much the new requirements set out in the law as the scope it leaves for abuse by officials. (Reuters, 19 April 2006)

Child Sponsorship: a funding tool for sustainable development?

This article has looked at the nature of child sponsorship programmes and has set out the main arguments for and against sponsorship as a funding source for development. These arguments focus on the effects of sponsorship programmes on the recipient community, on the level of understanding and motivations of the donors, and on the costs involved in running such programmes. Sponsoring agencies have addressed internally the issues raised by public debate. However, whilst sponsorship is a growing phenomenon capable of raising large amounts of relatively stable longer-term funding, little empirical research-based evidence is available concerning its impact. Chile: The Associational Reconstruction of a Nation

This report looks at the state of civil society in Chile, finding it balanced and relatively strong. The main weaknesses are civil society's lacking human and technological resources, capacity of self-regulation and CSOs' difficulty to generate international linkages. Similarly, the environment in which it operates is somewhat enabling although some weaknesses remain as for instance considering the legal environment and the relations with the private sector. One key element that characterises civil society in Chile is the sector's duality between the more and the less structured organisations, notably between non governmental organisations (NGOs) and a broader community-based associational network.
