- Mitigating the Costs of Corruption in Water for the Poor

This Transparency International report argues that the 'water crisis, exacerbated by corruption, is exacting a high human toll on the lives of the poor and vulnerable. Corruption makes water undrinkable, inaccessible and unaffordable. In developing countries, about 80 percent of health problems can be linked to substandard water and sanitation services, claiming the lives of nearly 1.8 million children every year.'

In light of the importance of countering official corruption as a core variable in strengthening democratic governance in Latin America, the CSIS Americas Program held a conference on July 10, 2007 to examine the degree to which there has been progress, the obstacles holding back advances, and the measures that need to be taken to bring a higher degree of ethics and transparency to governance in Latin America. The presentations and discussions that took place at the conference are summarized in this report, as well as conclusions and recommendations for policymakers (Peter DeShazo, CSIS, September 2007).

- Anti-corruption training programmes in central and eastern Europe

Drawing upon the work of the NISPAcee Working Group on Preventing Corruption in Public Administration, this book reviews the current state of anti-corruption training and education in Central and Eastern Europe. Original data and analysis from anti-corruption trainers and policymakers from over 7 countries in the region -- Kosovo, Latvia, Lithuania, Poland, Russian Federation, Serbia, Ukraine, and others -- is assembled into the compilation. Each country analysis reviews anti-corruption legislation, existing training programmes, and provides detailed case studies from the country. Specific curricula are discussed as are options for countries wishing in adopting best practice from the region. A final chapter will discuss the lessons learned and address wider topics in the formation of anti-corruption training systems in Central and Eastern Europe.

- Bulldozing Progress: Human Rights Abuse and Corruption in PNG's Large Scale Logging Industries

The logging industry in Papua New Guinea is dominated by a handful of Malaysian companies and is is synonymous with political corruption, police racketeering and the brutal repression of workers, women and those who question its ways. Its operations routinely destroy the food sources, water supplies and cultural property of those same communities. They provide a breeding ground for arms smuggling, corruption and violence across the country. In return, the industry generates no lasting economic benefit to forest communities, considerable long-term cost and a modest 5 per cent contribution to the national budget. A concerted international effort backed by credible enforcement agencies is now needed to reform the industry and restore the human and economic rights of PNG forest communities. - Corruption and accountability in the Pacific Islands [PDF]

The paper investigates the relationship between corruption and accountability in the Pacific Islands, using evidence from surveys of 'national integrity systems' in 14 states. It identifies and assesses four international initiatives to improve accountability and reduce corruption: public sector reform; peer review of accountability systems; cleaning up offshore financial centres, and the intervention of Australian officials on the ground. The paper finds that the relationship between increased accountability and reduced corruption is not straightforward. Moves to improve financial accountability may increase the chances of corruption being detected, but greater political accountability may increase the incidence, or suspicion, of corruption. - Curbing Corruption in Tsunami Relief Operations

Humanitarian relief and reconstruction following natural disasters is particularly vulnerable to corruption. Sudden flows of large amounts of money, goods and services, pressure to deliver aid quickly, as well as the substantial economic opportunities that arise from large-scale reconstruction, all contribute to increasing the risk of corruption, waste and mismanagement. Given the scale and scope of the relief and reconstruction required following the Indian Ocean Tsunami of 26 December 2004, the Asian Development Bank (ADB), the Organisation for Economic Co-operation and Development (OECD), Transparency International (TI) and the Indonesian Government jointly hosted a two-day meeting on preventing corruption in tsunami relief. (ECAW, Paris, 9 December 2005) ECA Watch has learned that OECD brokered discussions on how to improve Export Credit Agency procedures on fighting corruption broke down without consensus in mid-November. This breakdown occurred, according to sources close to the discussions, because particular OECD Member States, including Japan and Germany, blocked proposals for improvements to ECA practices on combating bribery.
