- A Rights-Based Approach to Development: What the policy documents of the UN, development cooperation and NGO agencies say (pdf 644.06 KB) pop
-
This document summarizes how a selection of development cooperation agencies, UN agencies and NGOs active in Asia define the rights-based approach to development, why they have adopted their policy and how they have incorporated it into their programmes. If an organization has not adopted a rights-based approach, we have summarized how it describes the relationship between human rights and development.

- What is the "rights-based approach" all about? [PDF] pop
-
IDS Working Paper 234, Celestine Nyamu-Musembi and Andrea Cornwall, November 2004. This paper seeks to unravel some of the tangled threads of contemporary rights talk. Where is today's rights-based discourse coming from? Why rights and why now? What are the differences between versions and emphases articulated by different international development actors? What are their shortcomings, and what do these imply for the practice and politics of development? Reflecting on these questions, we explore some of the implications of the range of different ways of relating human rights to development.

- Advancing Safe Motherhood through Human Rights
-
WHO, (2001). This report considers how human rights laws can be applied to relieve the estimated 1,400 deaths world-wide that occur every day, an annual mortality rate of 515,000, that women suffer because they are pregnant. Human rights principles have long been established in national constitutional and other laws and in regional and international human rights treaties to which nations voluntarily commit themselves. The intention of the report is to facilitate initiatives by governmental agencies, nongovernmental groups and, for instance, international organizations to foster compliance with human rights in order to protect, respect and fulfil women's rights to safe motherhood (Source: Eldis).

- Amnesty International Report 2005: A Dangerous New Agenda
-
Amnesty International New Zealand. Governments are betraying their promise of a world order based on human rights said Amnesty International today as it launched its annual report documenting human rights issues of concern to AI during 2004 and AI's activities during the year. Governments had failed to show principled leadership and must be held to account, said Ced Simpson, Executive Director of Amnesty International New Zealand. "A new agenda is in the making with the language of freedom and justice being used to pursue policies creating fear and insecurity, including cynical attempts to redefine and sanitize torture," said Mr Simpson. This new agenda, combined with the indifference and paralysis of the international community, failed countless thousands of people in humanitarian crises and forgotten conflicts throughout 2004.

-
Presented to 2004 Canadian Commission for UNESCO (CCU) Annual General Assembly, by Iris Almeida - Director of Policy, Programmes & Planning, Rights & Democracy Halifax, May 2004. "In this presentation I will make three points. I will begin with a brief clarification of the concept of development and go on to address some of the current challenges of development. I will then explain why a human rights approach is integral to a sustainable development paradigm; and lastly I will spell out how as Canadian civil society representatives and governments we can cooperatively and effectively adopt a coherent and holistic human rights approach in our development efforts - nationally and internationally."

- Frequently asked questions on a human rights-based approach to development cooperation
-
Part I of this publication looks at some commonly helped misconceptions about the nature of human rights obligations under international treaties. Part II discusses the relationship between human rights, development and poverty reduction at a conceptual level, and looks at how human rights principles can help resolve policy trade-offs and influence national budget processes. Sections III and IV focus more specifically on the meaning and practical application of what has come to be known as a 'human rights based approach' to development, tailored to UN programming tools and needs, respecting the conceptual integrity and functional importance of internationally recognised human rights. A focus on internal institutional incentives and accountability systems must also be kept to the fore, if methodological advances in 'rights-based programming' are to have credibility and sustained impact. The report includes a list of additional resources, both web-based and otherwise, as a guide to further inquiries. (UNOHCR, April 2006)

United Nations Member States today overwhelmingly approved the establishment of a new Human Rights Council, aiming to strengthen the world body's machinery to promote and protect fundamental rights, and deal with major human rights offenders. - MSM, HIV/AIDS and Human Rights in South Asia
-
It is increasingly being recognised by people of good will, that responses to the global HIV/AIDS pandemic and its local manifestations, cannot be effective unless the human rights of those infected with and affected by the virus are clearly and unequivocally addressed. The virus is not only about personal behaviours, but is also about the social, economic and cultural environment in which behaviours take place and have meaning. This is particularly true with regard to sexual behaviours and practices, and none more so than for those who term "men who have sex with men", or MSM. Denial, ignorance, illegality, myths, fears, violence, abuse, exclusion, invisibility, all these feature in current discourses on MSM issues. Such understandings will have a significant impact on rights-based approaches to HIV/AIDS.(Shivananda Khan, Naz Foundation International)

In an increasingly technology-driven world, the standard of protection provided by intellectual property (IP) rules is affecting development policies, human rights and other public-interest goals more than ever. This report by NGO 3D discusses intellectual property in terms of human rights and its impact on the realization of these rights.
