An Phu Integrated Community Development Project: Final Evaluation

This report presents the main findings of the final evaluation of the first phase of the An Phu integrated community development project in Vietnam. The project aim is to promote poverty alleviation by building sustainable livelihoods and by raising the general standard of living in the poorest communities, whilst maintaining a gender-balanced approach. In order to achieve its ambitious aims, the project hopes to improve the capacities of people to adopt adequate livelihood strategies and to reduce their vulnerability. It thus carries out two sets of activities: providing rural infrastructure and stimulating community development. The report ends with a number of recommendations to strengthen the project's capacity to fulfill its aims and objectives. (Norwegian Agency for Development Cooperation, 2005)

Evaluating the Impact of Development Aid Program: The Role of Randomized Evaluations

Paper prepared for the AFD Conference, November 25, 2004, Paris. "The benefits of evaluating the impact of development programs, and of knowing which programs work and which do not extend far beyond any program or agency. Credible impact evaluations are global public goods in the sense that they can offer reliable guidance to international organizations, governments, donors, and NGOs beyond national borders. The lack of credible evaluation of development programs is also often read by the public as a sign of the failure of the programs themselves, so that credible impact evaluation can help build support for development."

How do we know what difference we are making? Reflections on measuring development in South Africa

In it, it is argued that knowing the difference that we are making is itself a part of good development practice. Poverty and Social Impact Analysis - World Bank

Many countries -- including those preparing Poverty Reduction Strategy Papers -- are grappling with the need to evaluate the impact of key policy reforms on the poor. The Poverty and Social Impact Analysis (PSIA) approach is intended to help policy makers and analysts in developing countries, representatives of donor agencies and civil society organizations in undertaking PSIA of policy reforms. This website is a work in progress and will grow to include cutting-edge country experience in PSIA, learning events and training opportunities and a roster of expertise. It will also disseminate further information on social and economic tools for PSIA as they are refined. Finally, it will serve as a forum, linking the community of policy makers, development agencies and NGOs and sharing best practice.

Public Participation in Environmental Impact Assessments in Developing Countries

From the Canadian International Development Agency. The Public Participation in Environmental Impact Assessments (EAs) Index of Useful Resources is a compilation of both French and English resources related to environmental assessment public participation practices, tools, and techniques undertaken in developing and Central and Eastern Europe countries. Although the public participation resources deal mainly with environmental assessment in developing countries, some useful general references have also been included. Putting donors under surveillance? A Eurodad briefing on the aid effectiveness agenda -

Development aid is more in the public eye than ever before. In recent major international summits world leaders committed to increasing the amount of aid for developing countries. Yet, aid increases cannot successfully reduce poverty without making sure it gets to those who most need it. The multiplication of donor missions and procedures, their conflicting plans and objectives at country level, as well as promotion of their own interests to the detriment of recipient countries priorities, are major obstacles to ensuring that aid benefits enough poor people. This briefing explains the commitments and process in the official "aid effectiveness agenda", which represents significant pledges to reform how aid money gets spent (Eurodad, March 2007).

Sardar Sarovar: Don't Forget the Environment

In the current debate over the rehabilitation of those displaced by the Sardar Sarovar Project, the fundamental question about the environmental impact of the dam, and whether such a dam should be built at all, has been forgotten, says Ashish Kothari. The Narmada dam controversy has once again awakened the nation to the contradictions of a path of development which considers one section of the population expendable in order to benefit another. Unfortunately, the current debate has got stuck at the issue of whether those being displaced are being properly rehabilitated or not. It is as if all will be well with the Sardar Sarovar Project if by some miracle state governments can do what they have not done for the last two decades, or more likely, if they can cleverly manipulate the records to show that they have done it. Southern Nation, Nationalities and People's Region, Ethiopia Livelihood Profiles [PDF]

Funded by USAID and with technical direction from FEWS NET, in 2005 the Ethiopian Government Disaster Preparedness and Prevention Agency (DPPA) undertook a full livelihoods baseline study of the whole of the Southern Nations, Nationalities and People's Regional State (SNNPR). The Region contains one-fifth of Ethiopia's population and the country's highest population densities, its largest number of languages and ethnic groups, and its most complex mixture of ecologies and production systems. The main aim of this nine-month effort was to provide a baseline and analytical framework for improved food security early warning and monitoring. But the relevance of the resulting rich and unprecedented information resource goes beyond food to the assessment of overall economic security, and beyond emergencies to the analysis of development issues.

The continued failure of the World Bank and the IMF to fully assess the impact of their advice on the poor

It seems impossible that the World Bank and International Monetary Fund (IMF) would give advice to developing countries without fully considering how it might affect the lives of poor people. Yet, despite it being a long-stated policy of both institutions to do so, and some recent progress on the part of the IMF, they are still failing to consistently ensure that there is a proper assessment of the likely consequences of different policy actions on the poorest people (Eurodad, September 2007).
