Challenges in Evaluating Development Effectiveness [PDF]  pop

IDS, by Howard White, 2005. Evaluation quality is a function of methodological and data inputs. This paper argues that there has been inadequate investment in methodology, often resulting in low quality evaluation outputs. With an increased focus on results, evaluation needs to deliver credible information on the role of development-supported interventions in improving the lives of poor people, so attention to sound methodology matters. This paper explores three areas in which evaluation can be improved.

Africa Development Indicators 2007

Africa Development Indicators 2007 provides the most detailed collection of data on Africa. It contains over 1,000 indicators covering 53 African countries. Findings suggest that the economic outlook for Africa is improving (World Bank, 2007)

Aid Responses to Afghanistan: Lessons From Previous Evaluations (PDF)

October 15th 2003 This report was a key background paper for the DAC Experts' Meeting on Afghanistan Reconstruction and Recovery: Seeing Round the Corner. The DAC Afghanistan meeting provided useful independent advice to policy makers and practioners by discussing openly the complex, fundamental issues underpinning reconstruction and relief strategies. Participants delved into questions of governance and security, capacity building in government and civil society, and the regional dynamics, such as the role of the war economy; topics that were in keeping with the broader set of priorities identified at the Ministerial Meeting in Tokyo, 21-22 January 2002. Cash-based responses in emergencies

This paper is the final product of a three-year research project looking into when the option of giving people money instead of, or as well as, in-kind assistance is feasible and appropriate. A strong body of evidence is starting to emerge to indicate that providing people with cash or vouchers works. It is possible to target and distribute cash safely, and people spend money sensibly on basic essentials and on rebuilding livelihoods. What is more, cash transfers can provide a stimulus to local economies, and in some contexts can be more cost-effective than commodity-based alternatives (Paul Harvey, Humanitarian Policy Group at the Overseas Development Institute, Feb 2007).

DAC Evaluation Resource Centre (DEReC)

DEReC is an online resource centre managed by the DAC Network on Development Evaluation. Launched in November 2005, DEReC contains development evaluation reports and guidelines published by the Network and its 30 bilateral and multilateral members. DEReC is designed as a one stop shop for use by Network members, NGOs, civil society and other development organisations, researchers, academics and the wider evaluation community to find and access key evaluation publications and reports.

DAC Network on Development Evaluation

The Network on Development Evaluation is a subsidiary body of the Development Assistance Committee (DAC). Its purpose is to increase the effectiveness of international development programmes by supporting robust, informed and independent evaluation. The Network is a unique body, bringing together evaluation managers and specialists from OECD development cooperation agencies and multilateral development institutions.

"The benefits of evaluating the impact of development programs, and of knowing which programs work and which do not extend far beyond any program or agency. Credible impact evaluations are global public goods in the sense that they can offer reliable guidance to international organizations, governments, donors, and NGOs beyond national borders. The lack of credible evaluation of development programs is also often read by the public as a sign of the failure of the programs themselves, so that credible impact evaluation can help build support for development."

Evaluation feedback for Effective Learning and Accountability. OECD, Paris 2000

Halfway between 2000 and 2015---Far from where we should be (Social Watch's Basic Capabilities Index 2007)

The BCI gets closer to %100 when countries ensure universal access to a minimum (or basic) set of social services (health, education, etc.). Achieving that level does not mean meeting all desirable social welfare objectives of any given society. It only marks a starting point (Social Watch, 2007).

Missing Links in the Politics of Development: Learning from the PRSP Experiment

This paper by David Booth from the Overseas Development Institute (ODI) reviews PRSPs and argues that the PRS approach has fallen far short of what is needed for development. The paper states that it cannot yet be said that the PRSP experiment has failed, because no-one has formulated a better idea. However, it is clear that PRSPs have not delivered what was hoped for. This paper identifies three types of possible international action that have been missing in the politics of PRSP development including:
-a more serious understanding of country contexts by donor staffs
-a willingness to go public about issues that donors currently discuss behind closed doors
-a more serious effort to construct regional "neighbourhoods" and a global climate of opinion that would do what PRSPs have been unable to do-incentivise the construction of developmental states in poor countries

(Aid Workers Network) By Louisa Gosling, 15 October 2003. Advocacy is an increasingly important strategy in development, but how do you prove its impact, and ensure appropriate lessons are learned? Advocacy is an essential component of rights-based programming, focusing on building constituencies around different issues, and working to change the broader context in which an agency works. As with any other development activity, good planning, monitoring, evaluation and impact assessment are essential for good management of advocacy, for accountability, and to make sure lessons are learned to improve practice in the short and long term. It is essential to define what you are trying to achieve and how you will know whether or not you are succeeding. The findings from monitoring and evaluation can also be used for further advocacy purposes.

Monitoring and Evaluating NGO Achievements

Over the last decade there has been a dramatic growth in the number of NGOs involved in development aid, in both developed and developing countries. The total amount of public funds being spent through NGOs has grown dramatically and the proportion of development aid going through NGOs, relative to bilateral or multilateral agencies, has also increased. Associated with this growth has been a growing concern about identifying the achievements of NGOs.
