An Phu Integrated Community Development Project: Final Evaluation

This report presents the main findings of the final evaluation of the first phase of the An Phu integrated community development project in Vietnam. The project aim is to promote poverty alleviation by building sustainable livelihoods and by raising the general standard of living in the poorest communities, whilst maintaining a gender-balanced approach. In order to achieve its ambitious aims, the project hopes to improve the capacities of people to adopt adequate livelihood strategies and to reduce their vulnerability. Cultural and political factors in the design of ICT projects in developing countries [pdf]

In the quest for success and failure factors in ICT projects in developing countries, it has become clear that the search should focus on the environmental acceptance of such projects. In setting up an effective project organisation, it is recommended that management should try to develop it as a process of interaction with the environment. This research report argues that the project environment should be divided into a political and a cultural dimension. Both dimensions are difficult to direct, but by analysing them it is possible to foresee problems between the project organisation and its environment. Instead of directing the political and cultural forces, the part of management lies in anticipating them in advance.
