- ENVIRONMENT - CHINA: Government Denies Droughts Caused by Big Dams

China's worst drought in half a century has left more than 18 million people short of drinking water and destroyed swathes of cropland. In April, China completed construction of the controversial Three Gorges Dam, the world's largest hydroelectricity project. Coincidence? Many activists don't think so, seeing a direct link between water shortages and the $25 billion plugging of the Yangtze River. But the authorities are now on the defensive. "The abnormalities are caused by global warming and the overall change in the world's climate, it has nothing to do with the completion and operation of the Three Gorges Dam", one official is quoted saying. By Jim Walker and Steve Howard Environmental Resources Management (ERM) in collaboration with the International Institute for Environment and Development (IIED), London, 2002. Finding the Way Forward reviews the role of voluntary initiatives in the mining industry. The term 'voluntary initiative' is used here to denote coordinated activities undertaken by groups of companies to go beyond the environmental and social performance requirements set by legislation. It should be noted that pressures other than regulatory scrutiny (such as consumer and investor desires) often drive voluntary activities in companies, and in this sense few such initiatives can be deemed to be truly 'voluntary'. This report is primarily based on a review of recent research into the role of voluntary activities in the sector conducted as part of the Mining, Minerals and Sustainable Development Project (MMSD).

Gaviotas is a village of about 200 people in Colombia, South America. For three decades, Gaviotans - peasants, scientists, artists, and former street kids - have struggled to build an oasis of imagination and sustainability in the remote, barren savannas of eastern Colombia, an area ravaged by political terror. They have planted millions of trees, thus regenerating an indigenous rainforest. They farm organically and use wind and solar power. Every family enjoys free housing, community meals, and schooling. There are no weapons, no police, no jail. There is no mayor. The United Nations named the village a model of sustainable development. Gabriel Garcia Marquez has called Paolo Lugari the "inventor of the world."

Envision New Zealand, June, 2004. A new voluntary Packaging Accord is currently being negotiated between the Minister for the Environment on behalf of the Government and the New Zealand Packaging Council1 on behalf of the packaged goods industry. The Accord is scheduled for official launch and sign-off in August 2004. This report makes the case for well proven regulatory approaches that will reduce packaging waste significantly, gain huge public participation and approval and create an environment of certainty and a level playing field for industry - all attributes that are lacking in the current Accord. If the New Zealand Government is serious about reducing packaging waste it must seriously assess the options in this report before the Packaging Accord is signed.

"Corruption in large-scale public projects is a daunting obstacle to sustainable development," said Peter Eigen, Chairman of Transparency International (TI), launching the TI Global Corruption Report 2005 today. "Corruption in procurement plagues both developed and developing countries," Eigen added. "When the size of a bribe takes precedence over value for money," he said, "the results are shoddy construction and poor infrastructure management. Corruption wastes money, bankrupts countries, and costs lives." TI is the leading international non-governmental organisation combating corruption worldwide. "Funds being poured into rebuilding countries such as Iraq must be safeguarded against corruption," Eigen said today. "Transparency must also be the watchword as donors pledge massive sums for reconstruction in the countries affected by the Asian tsunami," he added. The Global Corruption Report 2005, with a foreword by Francis Fukuyama, includes a special focus on construction and post-conflict reconstruction, and highlights the urgent need for governments to ensure transparency in public spending and for multinational companies to stop bribing at home and abroad.

The international Initiative on Science and Technology for Sustainability (ISTS) seeks to enhance the contribution of knowledge to environmentally sustainable human development around the world. The Initiative is based on an evolving vision of "science and technology for sustainability". The Initiative is an open-ended network. Policy is set by an international Steering Group, coordinated by two Co-Convenors (Robert Kates and Akin Mabogunje).
