RedR Australia

RedR Australia is a humanitarian agency whose mission is to relieve suffering in disasters by selecting, training and providing competent and effective relief personnel to humanitarian relief agencies worldwide. It also aims to improve the effectiveness of humanitarian aid agencies' assistance to vulnerable populations and to provide a committed and professional response to humanitarian assistance.

Register of Engineers for Disaster Relief New Zealand (RedR NZ)

RedR NZ is an organisation to which relief agencies can apply when they require skilled and experienced professionals such as engineers, administrators, logisticians and accountants to work in New Zealand or overseas in the aftermath of natural and manmade disasters. RedR NZ aims to supply these people at very short notice. RedR NZ runs specialist training courses to prepare their Register members and other humanitarian workers for the unique environment of disaster relief. RedR can also give technical advice to relief agencies on aspects of disaster relief engineering.

Sudan: Displacement rises, access declines in Sudan, says UN Humanitarian Affairs Office

(ReliefWeb) UN Office for the Coordination of Humanitarian Affairs (OCHA), 7 Nov 2003. The humanitarian situation in the Greater Darfur Region of western Sudan may emerge as the worst humanitarian crisis in the Sudan since 1988, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said today. Insecurity continues, humanitarian access is, in some cases, non-existent, and there are few aid workers in the area.

The Central Emergency Response Fund (CERF)

On 15 December 2005, the UN General Assembly adopted to upgrade the former Central Emergency Revolving Fund to the Central Emergency Response Fund. This Fund will ensure a more predictable and timely response to humanitarian crisis. The revamped Fund aims to achieve an overall target of $500 million and will add to the current $50 million revolving facility, a grant facility of $450 million. This fund is administered on behalf of the Secretary-General by the Emergency Relief Coordinator in consultation with humanitarian agencies and the relevant Humanitarian Coordinators.

The Evolving UN Cluster Approach in the Aftermath of the Pakistan Earthquake: an NGO perspective [pdf]

The South Asia earthquake on 8 October 2005 claimed at least 73,000 lives. Measuring 7.6 on the Richter scale, it left many others without food, clothes and shelter to face the harsh winter. The many challenges faced by those who were implementing the emergency response included getting to grips with a new approach to humanitarian response being developed by the UN - the cluster approach. This report draws from the experiences of UN agencies, international, national, and local NGOs, and donors in responding to the earthquake to present an analysis of the cluster experience in Pakistan, along with recommendations for the future. The HATI Database

(ReliefWeb) The focus of the Humanitarian Assistance Training Inventory (HATI) is on training for the staff of humanitarian assistance organizations. While it is not intended to catalogue the vast amount of activity in education and training related to other fields, a limited amount of space is allocated to relevant events and materials in the fields of development, human rights, political affairs and peacekeeping. Priority is given to aid and training organizations with a proven record of excellence. HATI is intended as a central information and exchange resource on training activities and materials in the field of humanitarian assistance to meet the needs of several audiences: 1.Persons developing and managing training programs 2.persons seeking training for their staff 3.Persons seeking training for themselves 4.Donors and other decision makers who need an overview of training resources.

The transition from relief to development [PDF]

UN General Assembly and Economic and Social Council, June 2005. This report is on the issue of transition from relief to development, with the aim of improving the international community's efforts to better respond to transition situations in support of the efforts by affected States. To this end, the report draws on case studies from countries undergoing both post-disaster recovery and transition from conflict to peace to discuss the specific challenges of national ownership, coordination and financing.

Tsunami Aid or Debt Cancellation! The Political Economy of Post Tsunami Reconstruction

by Damien Millet & Eric Toussaint. December 26, 2004, the day after Christmas, darkness dawned on the countries of the Indian Ocean regions. An earthquake measuring 9 on the Richter scale resulted in a tsunami tidal wave that devastated coastal areas of Indonesia, Malaysia, Thailand, Sri Lanka, the Maldives, Myanmar, the Seychelles and India. There have been unbearable scenes of death and destruction and despair among the survivors. Poverty breeds vulnerability, thus aggravating the consequences of the natural disaster like tsunami further increasing the levels of deprivation. The beaming of this disaster awakened the collective consciousness of people across the globe and generated waves of generosity among the viewers. There was overwhelming response to the immediate needs of the victims but their long term development needs continues to be a major challenge because the multiple impacts of the tsunami have further intensified the burden of economic crisis on the poor. The studies presented in this book by Damien Millet, Eric Toussaint and Francois Houtart analyses the link between the post tsunami reconstruction and the cancellation of the multi and bilateral aid of the tsunami affected countries. They have argued that even before the tsunami ravaged the coast lines, the coastal poor were suffering from the powerful neo-liberal wave. The servicing of the debt which accounts for the colossal amount is a major obstacle to the development of these countries.

United Nations Humanitarian Appeal 2004

The Secretary-General of the United Nations, Kofi Annan, launched the annual global appeal for humanitarian aid at United Nations headquarters in New York. He requested US$ 3 billion for aid in 2004 to help save the lives of 45 million people in 21 of the world's most serious crises, many of which are in Africa. The Humanitarian Appeal 2004 is a product of the Consolidated Appeals Process (CAP), a United Nations-led mechanism. The Consolidated Appeals were created a decade ago by the United Nations General Assembly to ensure strategic and coordinated humanitarian responses to crises. In all targeted countries, aid channelled through the Consolidated Appeal helps fight inequality and injustice. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) manages the CAP.

War On Terror A Threat To Humanitarian Aid Operations

The "World Disasters Report 2003," released today by the International Federation of Red Cross and Red Crescent Societies, says many humanitarian crises are being neglected as aid is increasingly targeting those countries and conflicts in the political and media spotlight.
