- Web inventor warns of 'dark' net

The web should remain neutral and resist attempts to fragment it into different services, web inventor Sir Tim Berners-Lee has said. The internet community believes that recent attempts in the US to try to charge for different levels of online access web threatens the open model of the internet as broadband providers will become gatekeepers to the web's content. Berners-Lee agrees that this is not "part of the internet model." He warned that if the US decided to go ahead with a two-tier internet, the network would enter "a dark period". Like the personal computer, the Internet has become an indispensable tool in the day-to-day administration of government. In an effort to gain an appreciation of the global e-government landscape in 2001, the American Society for Public Administration (ASPA) and the United Nations Division for Public Economics and Public Administration (UNDPEPA) undertook a research study analyzing the approach, progress and commitment on the part of the 190 UN Member States. The study's primary goal was to objectively present facts and conclusions that define a country's e-government environment and demonstrate its capacity (or lack of) to sustain online development.

This book is a product of the second phase of a DFID-funded KaR project that is aimed at increasing the impact of research through improved dissemination of the research process and findings. It develops the ideas from phase one of the project 'Spreading the Word: Practical guidelines for research dissemination strategies' (Saywell and Cotton, 1999). Based on in-depth consultation with Southern agencies about appropriate methods and formats by which to share information and knowledge relating to development research projects, this book provides dissemination checklists and guidelines. It also provides a useful overview of the issues and more specific advise for anyone engaged in development-related research, whether as contractors, practitioners or donors, at all stages of the project cycle.
