Simultaneous Policy: Simpol

Simultaneous Policy (SP) measures are designed to be implemented by multiple national governments at exactly the same time. In this way, no one nation is put at a competitive disadvantage against the others. Simpol is a participatory international political movement, which is working to develop these cooperative, non-competitive policies. At the same time, it is working to develop the mechanics of cooperation between national parliaments that will enable these polices to be implemented. Citizens who "adopt" the Simpol system, are asked to vote in preference for parliamentary candidates, who have pledged to implement Simultaneous Policy measures once there exist sufficient SP pledged members of sufficient other national parliaments to ensure effective international implementation.

The axis of oil: China and Venezuela

China is forging new links with Latin America. But, according to Ben Schiller, the author of this Open Democracy Article, the impact of its "south-south strategy" is more complex than the rhetoric of solidarity and progress suggests. While this article is specific to Latin America the issues it covers are relevant to developing countries everywhere. As China rises in economic might it is becoming an increasingly powerful player in development aid and trade negotiations. On one hand this represents a potential alternative to US and western hegemony in aid delivery. On the other hand it may lead to a return to Cold War era development financing, where all means of despots and dictators were lent money in the name of geo-politics.

The Debate on Globalization, Poverty, and Inequality: Why Measurement Matters (PDF )

[161 KB] Author: Martin Ravallion, Organisation: World Bank, Working Paper No.: 3038, Pub. Date: April 21, 2003. In the last year or so, markedly different claims have been heard within the development community about just how much progress is being made against poverty and inequality in the current period of "globalization." Ravallion provides a nontechnical overview of the conceptual and methodological issues underlying these conflicting claims. He argues that the dramatically differing positions taken in this debate often stem from differences in the concepts and definitions used and differences in data sources and measurement assumptions. These differences are often hidden from view in the debate, but they need to be considered carefully if one is to properly interpret the evidence. The author argues that the best available evidence suggests that if the rate of progress against absolute poverty in the developing world in the 1990s is maintained, then the Millennium Development Goal of halving the 1990 aggregate poverty rate by 2015 will be achieved on time in the aggregate, though not in all regions. He concludes with some observations on the implications for the more policy-oriented debates on globalization and pro-poor growth. This paper-a product of the Poverty Team, Development Research Group-is part of a larger effort in the group to throw light on current development debates.

The Free Market Does Not Work

In this interview, Stiglitz discusses many of the ideas in his book "Making Globilization Work" is a higly readbale way. Summing up, he says that "It's really a book saying we can use the forces of market but we have to shape the forces of the market. Without shaping them, often they work in the wrong way. The Global Governance of Trade as if Development Really Mattered [PDF]

It is widely accepted, not least in the agreement establishing the WTO itself, that the purpose of the world trade regime is to raise living standards all around the world--rather than to maximize trade per se. In practice, however, these two goals--promoting development and maximizing trade--have come to be increasingly viewed as synonymous by the WTO and multilateral lending agencies, to the point where the latter easily substitutes for the former. Which is somewhat surprising because evidence that trade liberalisation inevitably leads to economic growth is thin on the ground. In this paper fro the UNDP, Harvard economist Dani Rodrik attempts to envisage an alternative: the type of global trade regime that would exist if policy makers were to ask "how do we enable countries to grow out of poverty?" rather than "how do we maximize trade and market access?"

The Global Justice Movement: How Far Does the Classic Social Movement Agenda Go in Explaining Transnational Contention?

This paper analyses the new form of contention represented by the global justice movement (GJM) through the lenses of the classic social movement agenda for explaining contentious politics. The paper takes up each of the three core components of the classic agenda (political opportunities, mobilizing structures and framing processes) in order to ascertain their relevance for explaining transnational episodes of popular contention. To what extent is the emergence and development of the GJM dependent on political opportunities that are created at a level located beyond the state, rather than being nationally bounded? To what extent does the movement rely on transnational organizations and networks, rather than national ones? And to what extent does it convey broader collective action frames that allow for cross-national coalitions to be set up, rather than country-specific frames? These are some of the questions whose answers require a systematic analysis of the conditions under which the mobilization of the GJM takes place, and of the mechanisms through which it occurs. The Glocal Forum

The Glocal Forum is a non-profit organization working to build a new relationship between the city and the global village with the aim of contributing to peace and development. The IMF and capital flight: Redesigning the international financial architecture

This article by David Spencer (a senior adviser in Tax Justice Network) takes aim at the architecture of the international financial system arguing that the system at present facilitates tax evasion and capital flight. Spencer notes that tax evasion using international tax havens deprives the World's governments of tax revenue to the scale of $255 billion annually; approximately the same amount that it is estimated would be required to meet the Millennium Development Goals.

The Institute for Global Justice

The Institute for Global Justice (IGJ) was formed in 1 July 2001 to address some of the globalization issues. Its establishment was facilitated by INFID (International NGO Forum on Indonesian Development) and by some individual members of the Indonesian NGO Coalition on WTO (KOP-WTO). The Vision of IGJ is "A Global Justice Order through Social Movements". And the mission of IGJ is "To deconstruct globalization and facilitate social transformation in order to be critical towards globalization through research, advocacy, education and networking activities".

The NAFTA Secretariat

The NAFTA Secretariat, comprised of the Canadian, U.S. and Mexican Sections, is an unique organization, established by the Free Trade Commission, pursuant to Article 2002, Chapter 20 of the North American Free Trade Agreement (NAFTA). It is responsible for the administration of the dispute settlement provisions of the Agreement. The mandate of the NAFTA Secretariat also includes the provision of assistance to the Commission and support for various non-dispute related committees and working groups.

The scorecard on globalisation 1980-2000: twenty years of diminished progress

It is commonly accepted that the increased opening to international trade and financial flows that has occurred in the vast majority of countries in the world has been an overall success. Even critics of globalization have generally accepted that the reforms of the last two decades, in low to middle-income countries, have boosted economic growth rates. They have argued that this growth has left many people behind, and has often been at the expense of the natural environment. This paper looks at the major economic and social indicators for all countries for which data are available, and compares the last 20 years of globalization (1980-2000) with the previous 20 years (1960-1980). These indicators include: the growth of income per person, life expectancy, mortality among infants, children, and adults, literacy, and education.

The World Commission on the Social Dimension of Globalization: Final Report

The World Commission on the Social Dimension of Globalization was established by the International Labour Organization (ILO) in February 2002. The Commission is an independent body. It was initiated to respond to the needs of people as they cope with the unprecedented changes that globalization has brought to their lives, their families, and the societies in which they live. The Commission has looked at the various facets of globalization, the diversity of public perceptions of the process, and its implications for economic and social progress. It has searched for innovative ways of combining economic, social and environmental objectives, based on worldwide expertise. It has made its recommendations seeking to build upon a broad consensus among all key actors. The Commission's final report has been released on 24 February 2004.

Urban Poverty in China and its Contributing Factors, 1986-2000

Food price increases and the introduction of radical social welfare and enterprise reforms during the 1990s generated significant changes in the lives of urban households in China. This academic paper argues that urban poverty increased significantly over the same timeframe.
