Anti-terrorism Measures, Security and Human Rights: Developments in Europe, Central Asia and North America in the Aftermath of September 11 (PDF)

Report by the International Helsinki Federation for Human Rights (IHF).- "In the months that have passed since the tragedy, states have inter alia increased the powers of law enforcement and intelligence institutions, including to interrogate and detain persons, to intercept private communications and to conduct searches of private homes and personal property without the normal procedural safeguards; have tightened border controls that impede access to their territory and adopted new, restrictive asylum and immigration measures that may limit access for bona fide asylum seekers; and have authorized various registration and profiling schemes that appear to target certain groups solely because of their race, ethnicity or religion."

Neither Just Nor Effective: Indefinite Detention Without Trial in the UK (PDF)

Under Part 4 of the Anti-Terrorism, Crime and Security Act 2001. Human Rights Watch Briefing Paper, June 24, 2004. The U.K. government is detaining foreign terrorist suspects indefinitely, a serious violation of its international human rights obligations. Rather than crafting counterterrorism measures that comply with domestic and international human rights law, the government instead declared a state of emergency and officially suspended ... key human rights protections. Part 4 of the Anti-Terrorism Crime and Security Act 2001 (ATCSA) allows for the indefinite detention of foreign nationals designated as terror suspects. Those currently detained without charge under it have no expectation of release. Their detention amounts to internment with no end in sight. Some of those detained under the act have been held since December 2001 in maximum security facilities, with an adverse impact on their physical and their mental health ... In seeking a solution to indefinite detention, the U.K. government is considering deporting the suspects to third countries, including to countries where the suspects face a risk of torture or ill-treatment. International human rights law forbids governments from sending people to places where they face a risk of torture.

Trying Charles Taylor in The Hague: Making Justice Accessible to Those Most Affected

On March 29, 2006 former Liberian President Charles Taylor was surrendered to the U.N.-backed Special Court for Sierra Leone. Taylor's surrender for trial provides an extraordinary opportunity for the people of Sierra Leone and West Africa to see justice done for atrocities committed during Sierra Leone's armed conflict since 1996. Taylor is indicted by the Special Court on war crimes, crimes against humanity, and other serious violations of international humanitarian law primarily for his role in supporting the main rebel group in Sierra Leone, the Revolutionary United Front, during the conflict. Universal Jurisdiction in Europe: The State of the Art

Prosecutors in Europe are using the concept of universal jurisdiction - that some crimes are so horrendous that they should be tried regardless of the geography of victims and perpetrators - to pursue foreign war criminals in national courts. This report looks beyond shrill debates about the concept and examines how it is working in practice. Based on interviews with judges, investigators, lawyers and officials Belgium, Denmark, France, Germany, the Netherlands, Norway, Spain and the U.K, the report describes how some governments have created special war crimes units to conduct investigations across the globe. This is an effective road to justice for victims who have nowhere else to go. (Human Rights Watch, July 2006)

Widespread Torture in the Chechen Republic

Torture in both official and secret detention facilities is widespread and systematic in Chechnya. This briefing paper documents ill-treatment and torture by pro-Moscow Chechen forces under the effective command of Prime Minister Ramzan Kadyrov, as well as by federal police personnel.
