Indiscriminate Fire: Palestinian Rocket Attacks on Israel and Israeli Artillery Shelling in the Gaza Strip

Both sides have shown disregard for civilian loss of life in violation of international humanitarian law (IHL): Palestinian armed groups have directed their rockets at Israeli towns; Israeli artillery shelling near populated areas has caused considerable civilian casualties for uncertain military gain as well as at least one serious incident of indiscriminate shelling. This report sets forth recommendations aimed at ending practices that have led to unnecessary civilian death and injury (Human Rights Watch, 1 July 2007).

A Human Rights Portal to the World Summit on the Information Society

Access to information and communications technologies (ICTs) is a growing necessity in a world more and more digitally interconnected. At the World Summit on the Information Society (WSIS) -which will be held in: Geneva 10-12 December 2003, and Tunis 16-18 November 2005- world governments, the private sector, and civil society, will come together to discuss the impact of ICTs on global society. The Summit represents an unique opportunity for the international human rights community to give shape to a global Information Society built upon social justice. Human Rights Internet (HRI) has therefore taken the initiative to create a portal to help promote human rights at the WSIS. To facilitate this, and to incorporate a human rights perspective in WSIS discussions, we at HRI have compiled official WSIS documents; articles and position papers on human rights and the information society; and added related links concerning human rights and ICTs. We hope this will prove to be a useful database for all those who wish to advance human rights at the WSIS.

All Nations Accountable

"No country, however powerful, should escape scrutiny of its record, commitments and actions on human rights," Mr. Ban said, hailing the start of the Universal Periodic Review, under which all UN Member States - at the rate of 48 a year - will be reviewed to assess whether they have fulfilled their human rights obligations. Amnesty International guide to the African Commission on Human and Peoples' Rights

Amnesty International's Global Campaign for Human Dignity

Economic, Social and Cultural Rights, including the right to food, the highest attainable standard of health and education, are as much human rights as are freedom of expression or the right to a fair trial. Nearly 60 years ago, the Universal Declaration of Human Rights was adopted recognising the principle that human rights are universal and indivisible - that all human rights should be enjoyed by all people. This is at the heart of Amnesty International's mission. In 2008 Amnesty International is launching a global campaign on poverty and human rights (Amnesty International, March 2007).

Assessing the Effectiveness of National Human Rights Institutions [PDF]

National human rights institutions (NHRIs) are now, beyond a doubt, valued as essential partners in the task of protecting and promoting human rights at the national and regional levels. The report presented here is designed to assist NHRIs to measure their own effectiveness. It was prepared through a participatory process involving members of NHRIs and establishes measurement benchmarks and indicators for the compliance of national institutions with the Paris Principles. The report first presents a set of benchmarks as the minimum normative condition that is desirable for a national institution to achieve its objectives. It is followed by a set of indicators, both quantitative and qualitative, to demonstrate progress achieved by the NHRI. These indicators of performance and impact are intended for a NHRI to be able to assess the human rights situation, its own performance and the impact of the institution on the enjoyment of human rights. Commission on Human Rights Hears from NGOs Charging Violations Around World

UN Commission on Human Rights, 59th session, 3 April 2003. As the Commission on Human Rights continued its consideration of the question of the violation of human rights and fundamental freedoms in any part of the world, a lengthy series non-governmental organizations (NGOs) expressed concern this morning about situations in numerous countries and regions. Widespread abuses of the rule of law and administration of justice, including arbitrary arrests, detentions, and torture, as well as measures undertaken in the fight against terrorism, were issues of particular concern to several NGOs. They pointed out that violations of the rule of law and administration of justice were particularly prevalent in situations of conflict and civil unrest, where - they added - impunity for human rights abuses often ran rampant.

The conscientious compiling of these reports equips us to more effectively stand against oppression and for human dignity and liberty. Our embassies and Washington staff work closely with local citizens, human rights and other organizations, and community leaders to identify, investigate, and verify information. Country Reports on Human Rights Practices for 2006 by the United States Department of State

These reports describe the performance of governments in putting into practice their international commitments on human rights. These fundamental rights, reflected in the United Nations Universal Declaration of Human Rights, constitute what President Bush calls the "non-negotiable demands of human dignity." As Secretary Rice has said, the full promise of the UN Universal Declaration cannot be realized overnight, but it is urgent work that cannot be delayed. The reports review each country's performance in 2006. Each report speaks for itself. Yet, broad patterns are discernible and are described, supported by country-specific examples. Denied Status, Denied Education: Children of North Korean Women in China

This 23-page report documents how such children live without legal identity or access to elementary education. These children live in the Yanbian Korean Autonomous Prefecture in eastern Jilin Province, northeast China (near its border with North Korea). Some are from North Korea while others were born in China and have Chinese fathers and North Korean mothers (Human Rights Watch, 12 April 2008).
