OECD DAC Development Cooperation Report 2006

2006 has seen another year of growth in income per head for most poor countries at rates which are above those of OECD countries, in many cases significantly so. This growth has been robust for some years now, and is gradually changing the realities of development. Despite these encouraging results, three important questions remain: are such rates of growth sustainable? Can they - in some cases - even be increased? And are the benefits of growth reaching the poor? Aid has a role to play in achieving all these goals. This year's Report looks at the prospects for increased aid; the issue of aid dependence; the need for greater domestic accountability; and the Aid for Trade agenda. It also provides preliminary results from the baseline survey which monitors the Paris Declaration aid effectiveness indicators, as agreed by the High Level Forum in March 2005. The Report notes some real progress on key goals set by the UN Millennium Assembly, but also notes the heavy toll of continuing crises on the aid programmes of the donor community. (OECD, 2006)

G77

The Group of 77 (G-77) was established on 15 June 1964 by seventy-seven developing countries signatories of the "Joint Declaration of the Seventy-Seven Countries" issued at the end of the first session of the United Nations Conference on Trade and Development (UNCTAD) in Geneva. As the largest Third World coalition in the United Nations, the Group of 77 provides the means for the developing world to articulate and promote its collective economic interests and enhance its joint negotiating capacity on all major international economic issues in the United Nations system, and promote economic and technical cooperation among developing countries (ECDC/TCDC). Although the membership of the G-77 has increased to 133 countries, the original name was retained because of its historic significance.

Organisation for Economic Co-operation and Development (OECD)

The OECD groups 30 member countries sharing a commitment to democratic government and the market economy. With active relationships with some 70 other countries, NGOs and civil society, it has a global reach. Best known for its publications and its statistics, its work covers economic and social issues from macroeconomics, to trade, education, development and science and innovation. The OECD plays a prominent role in fostering good governance in the public service and in corporate activity. It helps governments to ensure the responsiveness of key economic areas with sectoral monitoring. By deciphering emerging issues and identifying policies that work, it helps policy-makers adopt strategic orientations. It is well known for its individual country surveys and reviews. The OECD produces internationally agreed instruments, decisions and recommendations to promote rules of the game in areas where multilateral agreement is necessary for individual countries to make progress in a globalised economy. Sharing the benefits of growth is also crucial as shown in activities such as emerging economies, sustainable development, territorial economy and aid. Dialogue, consensus, peer review and pressure are at the very heart of OECD. Its governing body, the Council, is made up of representatives of member countries. It provides guidance on the work of OECD committees and decides on the annual budget. It is headed by Donald J. Johnston, who has been Secretary-General since June 1, 1996.

The South Centre

The South Centre has grown out of the work and experience of the South Commission and its follow-up office, and from recognition of the need for enhanced South-South co-operation. It is intended to meet the need for analysis of development problems and experience, as well as to provide intellectual and policy support required by developing countries for collective and individual action in the international arena. The South Centre has the following among its central objectives: * To promote South solidarity, South consciousness and mutual knowledge and understanding among the countries and peoples of the South; * To promote various types of South-South co-operation and action, South-South links, networking and information exchange; * To contribute to South-wide collaboration in promoting common interests and co-ordinated participation by developing countries in international forums dealing with South-South and North-South matters, as well as with other global concerns; * To foster convergent views and approaches among countries of the South with respect to global economic, political and strategic issues related to evolving concepts of development, sovereignty and security; * To contribute to better mutual understanding and co-operation between the South and the North on the basis of equity and justice for all and, to this end, to the democratization and strengthening of the United Nations and its family of organizations. Broadly, the Centre works to assist in developing points of view of the South on major policy issues, and to generate ideas and action-oriented proposals for consideration by the collectivity of South governments, institutions of South-South co-operation, inter-governmental organizations of the South, and non-governmental organizations and the community at large.
