BLUE Ribbon Campaign - Suva, Fiji

Pacific Contradictions, Telling Fiji What To Do

The Eminent Persons Group was established by the Pacific Islands Forum in December 2006, three days before the coup, to "find a peaceful outcome" between then Prime Minister Laisenia Qarase and Commodore Frank Bainimarama, military leader and now caretaker prime minister. Post the coup, the group is now in Fiji with a focus on taking into account the current situation, where an interim government is engaged in "moving Fiji forward". Behind Fiji's coup

On December 5, after weeks of speculation, the commander of the Republic of Fiji Military Forces, Commodore Voreqe Bainimarama announced that he had overthrown the government of Prime Minister Laisenia Qarase in Fiji's third military coup in the past 20 years. On January 4, the military restored the powers of President Ratu Josefa Iloilo, so that he could swear in an interim government with Bainimarama as PM. While in some respect these events followed the pattern of previous Fijian coups, there are significant differences. This article provides an overview of the context and meaning of the situation. Legal Critique of the Shameen Report

Following the December 2006 coup in Fiji, the Director of the Fiji Human Rights Commission, Dr Shaista Shameem, prepared a report purported to carry the authority of the Commission. However Commissioner Shamima Ali of the Fiji Human Rights Commission has dissassociated herself from that report and comissioned this legal critique of the Shameen report, calling "little more than an apology for the Commander [J V Bainimarama]". The Assumption of Executive Authority on December 5th 2006 by Commodore J.V. Bainimarama: Legal, Constitutional and Human Rights Issues

The Report widens the doctrine of necessity to legitimate the Commander's usurpation of power, then characterizes aspects of the Vice President's actions post May 2000 and prior to the general election of 2001, as outside the doctrine. Child sexual abuse and commercial sexual exploitation of children in the Pacific: A regional report

This regional report is a synthesis of the findings of each country study - Fiji, Kiribati, Papua New Guinea, Solomon Islands and Vanuatu - which were conducted between October 2004 and June 2005.2 The purpose of this synthesis report is not to single out any one group for ridicule but rather to break the long-running silence surrounding the incidence, extent and nature of sexual abuse and sexual exploitation against children in the Pacific region and to prompt open, constructive community debate and new policies that aim to end the suffering of victims. Not enough women in the law

Until there are more or less equal numbers of men and women in all sectors of the legal fraternity and at all levels of Government, the notion of equality will always remain a chimera. None of this should be taken to mean that women should be appointed just because of their gender. But it does mean that where women are qualified, that affirmative action should operate in their favour, even if their levels of experience are not exactly the same as that of their male competitors. Rotuma

Rotuma is a volcanic island approximately 465 kilometers north of Fiji. Although the island has been politically part of Fiji since 1881, Rotuman culture more closely resembles that of the Polynesian islands to the east. Fiji government toppled by military coup

The elected Prime Minister of Fiji defiantly accused its military chief of having "raped our constitution" today after the country's fourth coup in two decades was condemned around the world. Fijian troops drove through the streets of Suva on Wednesday and took control of tonnes of ammunition from the waterfront, as political and security leaders met amid fears of a military coup in the South Pacific nation. Programme Experiences: Puppets for Health Education - South Pacific

In 2003, Gary Friedman Productions launched a programme using puppetry to look at sexually transmitted infections (STIs), HIV/AIDS, and other sensitive health problems and to nurture understanding and acceptance of these messages within diverse populations in Fiji. The programme uses face-to-face encounters to provide existing and potential puppeteers with the necessary skills to empower community and peer-group educators to reach out to their communities with specific performances and workshops. Fiji gay decision welcomed by NZAF

Fijian Deaths in Iraq Revive Mercenaries' Issue

The deaths of three Fijian security guards in a bomb blast in Iraq has revived concerns over private security agencies hiring former Fijian soldiers cheaply to work in the war-torn country and elsewhere. While companies offer salaries of 1,700 dollars a month, a sum ten times Fiji's estimated poverty line, NGOs argue that unscrupulous security companies are not providing potential recruits with the information they need to make an informed choice. Fiji's peace in a suitcase

This article look at Sharon Bhagwan-Rolls, a Fijian grassroots activist flown in to bring firsthand expertise to the UK Foreign and Commonwealth Office's historic conference on UN Resolution 1325 for women's participation in conflict resolution and decision-making. Their "suitcase radio" project, a mobile radio station, takes radio to women in Fijian communities. Currently secretary of Fiji's National Council of Women, Sharon has worked with many organisations over the years, to include women in Fiji's political life and tap their contribution to peace. Oxfam Briefing Paper 77: The Fijian sugar industry.

The current EU sugar regime is drawing to a close. Soon ACP sugar exporters such as Fiji will face substantial cuts in the preferential prices they currently receive. For the Fijian sugar industry, this is a worrying prospect. Europe has defined the shape of the Fijian sugar export sector since its inception. The EU now has a clear obligation to assist the industry to adjust to a new era of trading. Investment in sustainable technology (bagasse electricity generation and sugar-based fuel ethanol) offers a way to revitalise the sugar sector and restore its profitability. Through investing in technology, the EU can give lasting assistance for a sector that remains vitally important for Fiji, and for the wellbeing of all its citizens.

Climate change and tourism in Fiji : vulnerability, adaptation and mitigation (pdf)

By Susanne Becken. University of the South Pacific (funded by European Union), August 2004. The Fiji government should pursue climate change measures that offer win-win situations for adaptation, mitigation and wider environmental management, to tourism developers. This was recommended by Dr Susanne Becken in this report. Dr Becken says that current policy and research in Fiji focus on adaptation rather than mitigation, and measures were predominantly reactive rather than proactive. "Some policy frameworks exist that regulate tourism development but few of them are enforced, are mandatory legal requirements, work in practice or are monitored," she said."These gaps might be overcome once the Sustainable Development Bill is enacted. Advocacy or activism : gender politics in Fiji (PDF)

Australia National University. Department of International Relations discussion paper. October 2004 This paper asks whether new insights can be gained by differentiating between advocacy and activism when examining the work of civil society organisations in relation to gender equality. The scholarly community and practitioners in the field of development have shown increasing interest in the political activities of non-governmental organisations and civil society more broadly. Until fairly recently, these groups have been characterised as innovative and autonomous agents of reform. While this view has tended to provide a relatively homogenised view of civil society, it has also ignored the extent to which individual organisations within the 'third sector' negotiate space within a broader political culture that can at the one time place both opportunities and constraints in their path. Focusing upon the ways in which women's organisations in Fiji approach issues of gender equality, the author contrasts strategies employed in the 1960s and 1970s with those adopted in more recent times and considers the extent to which the prevailing political culture has afforded these groups the space to exercise a critical political voice.

Oxfam New Zealand. By Donovan Storey, 2004. This report examines the garment industry in Fiji. The Fijian garment industry has had a short and often turbulent history. A product of the post-1987 coup strategy of export-led economic development, coupled with key preferential trading arrangements, it had a dramatic early growth. The industry rapidly became a critical part of the economic structure of the country, surpassing sugar as the number one export sector in 1997. Critics, however, point to the fragility of the garment sector and its dependence on markets and buyers over which it has little control. The sector has struggled to mature in terms of becoming an efficient and sustainable industry.
