- Not If, But When: Adapting to Natural Hazards in the Pacific Islands Region

Pacific Island countries rank among the most vulnerable in the world to natural disasters. With the climate trend for the Pacific pointing to more extreme conditions and increased climate variability in future, Pacific Island countries have little choice but to develop comprehensive risk management plans for the natural hazards they face. The goal of this Policy Note is to influence policy makers and development partners in the Pacific Islands region to undertake risk management of natural hazards and minimize the future impacts of natural disasters, climate change and sea level rise. In the short run, the Policy Note aims to review the disaster trends and lessons learned from pilot risk management of natural hazards initiatives, and recommend a strategic way forward. Particular attention is paid to the three 'I's' of risk management of natural hazards: Incentives, Institutions and Instruments. The Policy Note targets high-level decision makers in the Pacific Islands region, regional organizations and major development partners. World Bank, January 2006.

Pacific Ecologist is published by the Pacific Institute of Resource Management (PIRM). PIRM is concerned about the deterioration of global ecosystems, the rapid depletion of natural resources and degradation of the environment, examples being climate change, loss of biodiversity, soil erosion, pollution of water systems and natural habitats. Our objectives are to advocate respect for natural processes; conservation of physical resources and integrity of all life forms. We contribute to the establishment of New Zealand as a strong, independent authority promoting a world conservation strategy. PIRM works for the improvement of human communities worldwide living in harmony with the natural world.

- Pacific Island Developing Country Water Resources and Climate Change

By William C.G. Burns. Chapter 5 of the The World's Water 2002-2003: The Biennial Report (3rd edition) on freshwater resources. Pacific Island Developing Countries (PIDCs) are responsible for only 0.03 percent of the world's carbon dioxide emissions, and the average island resident produces only one-quarter of the emissions of the average person worldwide (Hay 1999). Yet it is anticipated that these nations will experience some of the earliest and most severe consequences of climate change over the next two centuries (IPCC 2001a, Burns 2001). While the popular press has focused on the threat of inundation of island coastal areas by rising sea levels, perhaps the most critical near- and long-term threat to these nations is the possible impacts of climate change on freshwater quality and availability (Meehl 1996, East-West Center 2001). This chapter focuses on the potential impacts of climate change on the already severely strained freshwater resources of PIDCs.

- Pacific Island Ecosystems at Risk

The ever accelerating rate of biotic invasion is a major element of human-induced global change. Alien plant species, in particular, pose a well-confirmed and increasing danger to ecosystem integrity, especially on islands. The purpose of the Pacific Island Ecosystems at Risk project (PIER) is to compile and disseminate reference information on exotic plant species of known or potential threat to Pacific island ecosystems. Included are plant species that are threats to natural or semi-natural ecosystems of all types; excluded are species that are primarily agricultural, lawn and garden weeds.

- Pacific Island Mangroves in a Changing Climate and Rising Seas (pdf)

Action is needed to conserve mangroves in the Pacific amid concern that rising sea levels, linked with climate change, are set to drown large areas of these precious and economically important ecosystems. This 70-page study, which has assessed the vulnerability of the 16 Pacific Island countries and territories that have native mangroves, finds that overall as much as 13 per cent of the mangrove area may be lost, and over half of total mangroves could be lost by the end of the century. This will have a huge effect on local communities and economies unless appropriate action is swiftly taken. (UNEP et al, July 2006)

Pacific people face the greatest risk of becoming poorer, getting displaced from their homes and regressing in their development as a result of climate change. While the Small Islands Developing States in the Pacific are amongst the lowest carbon emitters, they will be the first to suffer from climate change. AVARUA, Rarotonga, Cook Islands, July 15, 2002 (ENS) - Money laundering gets the headlines from Majuro to Paris. But an untold story of fish laundering and reef destruction has become a major concern in the Pacific, conservationists told regional journalists in Rarotonga on Thursday. In the Pacific the volume of live fish taken by foreign fishing companies for sale in Asia has risen rapidly since the mid-1990s, said Cristina Balboa of the Washington, DC based World Resources Institute.

While tourism has brought growth and a degree of prosperity to the Coral Coast of Viti Levu, Fiji, the population growth caused by this popularity has led to increased levels of pollution which is causing massive growths of algae and and the destruction of the coral. This is threatening the health of the coastal lagoons and fringing reef, the future of the local tourist industry, and livelihoods of the communities living along the coast. - Rubbish is a Resource! A Waste Resource Kit for the Pacific Islands

This Resource Kit aims to assist those working in waste management to deal with the rubbish problem, by showing how to extract resources from the waste stream while keeping costs down. This Kit comprises a wide range of information ranging from practical help with the nuts and bolts of recycling different materials, all the way through information about toxic wastes and landfills, to Deposit Refund systems for collecting recyclables, legislation and planning waste strategies. Tourism is a large and growing industry for many Pacific Island nations. The tourist industry has both costs and benefits for countries which choose to seek the tourist dollar. Good governance of the industry involves optimising the benefits to local people and the economy, while minimising social, environmental and cultural costs. However, the ability to regulate in this way could be constrained or even removed by commitments in international trade deals, for example, those made under the General Agreement on Trade in Services (GATS) at the WTO.
