- Toward a new Pacific regionalism

This report analyses issues and possibilities for a new Pacific regionalism, in the context of the commitment of Pacific Island Forum leaders to create a Pacific Plan for Strengthening Regional Cooperation and Integration. The report discusses different objectives for regionalism (including provision of services and market integration) and notes that varied approaches and sub-regional groupings will be appropriate to meet different objectives. Initial assessments of possible regional initiatives are presented under the proposed four pillars of the Pacific Plan. The report also discusses the political economy issues for creating a new Pacific regionalism. The Sixth Pacific Civil Society Forum Meeting was held in Port Moresby, Papua New Guinea from October 21st - 24th, 2005. This forum involved a widely representative group of NGOs from most of the forum countries that met for four days before the leaders meeting to discuss the draft Pacific Plan.

- 36th Pacific Island Forum Official Communique

The Thirty-Sixth Pacific Islands Forum was held in Papua New Guinea, from 25-27 October 2005 and was attended by Heads of State and Government of Australia, the Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tuvalu and Vanuatu, and representatives of Palau and Tonga. New Caledonia, French Polynesia Timor-Leste and Tokelau also attended the formal session as observers. The Forum Retreat was held at the Madang Resort, Madang.

- Pacific Plan unfair to Pacific island nations

Oxfam New Zealand, 28 Oct 2005. The announcement today that the Pacific Forum leaders have signed the Pacific Plan is another step towards locking Pacific island nations into unfair, inappropriate and damaging trade deals. This is likely to lead to even more hardship, particularly for vulnerable people in the poorest countries of Melanesia who are already suffering from a lack of job opportunities, basic services and escalating violence.

Scoop, Thursday, 27 October 2005, 2:09 pm. According to NZ Prime Minister Helen Clark The Pacific Forum leaders did not discuss the controversial issue of West Papua at their summit in Madang, in spite of an expectation before the forum by both herself and the Secretary General that they would do so.

- Pacific Plan a "Sham"

The Foundation of the Peoples of the South Pacific Intl. Media Release, September 14, 2005. A network of South Pacific non-governmental organisations has condemned the Pacific Plan as a flawed document that ignores the real needs of island peoples. The plan, drafted by the Pacific Islands Forum Secretariat, sets the agenda for regional development over the next 10 years. It will be presented for endorsement to the Forum Leaders Meeting in Papua New Guinea in October. But members of the Foundation of the Peoples of the South Pacific International (FSPI), an umbrella organisation for NGOs working in 10 Pacific Island nations, have rejected the plan and are urging national leaders to do the same.

- Pacific plan will boost regional cooperation

The National, Friday, February 18, 2005. By Isaac Nicholas. PACIFIC Island Forum Secretariat secretary-general Greg Urwin said the people of the region must have a strong sense of ownership of the 'Pacific plan'. Addressing the Media Council Breakfast at Crowne Plaza Hotel in Port Moresby yesterday, Mr Urwin stressed the need for consultations in the next few months so that when leaders see the results later this year, they will be confident that it offers something tangible for the people of the Pacific.
