An Ounce of Prevention: G8 policy failures on conflict (pdf)

World Vision, 2004. A new World Vision report shows the accumulated debt of 16 of the world's worst war-torn countries could be wiped away for less than planned debt relief for one country: Iraq. The collective failure of international institutions - in particular G8 countries - to take conflict prevention seriously has contributed to the deaths of 14 million people and the displacement of 19 million people over the last four decades in 16 selected countries.

Ensuring progress in the prevention of violent conflict: Priorities for the Greek and Italian EU Pre

The report aims to highlight practical steps that the European Union (EU) could take during the Greek and Italian Presidencies in 2003 to better implement and monitor the progress of the commitments made on conflict prevention. The report is designed to provide support to the Presidencies, to Member States, the Commission, the Council, parliamentarians and non-governmental organisations (NGOs) in furthering the role of the EU in preventing violent conflict. It outlines five key issues for EU member states and the Commission to address to enhance the EU's capacity to prevent violent conflict: - Mainstreaming conflict prevention policy and practice within European Community policy - Strengthening EU-Africa engagement in conflict prevention - Integrating crisis management with conflict prevention - Tackling terrorism, organised crime and illicit trafficking - Enhancing co-ordination across EU institutions (International Alert, May 2003)

International Alert

"To address the root causes of violence and contribute to the just and peaceful transformation of violent internal conflict." International Alert is a non-governmental organisation based in the UK. The organisation was set up in 1985 by human rights advocates including Martin Ennals, former Secretary General of Amnesty International. A committed defender of human rights, Martin Ennals was the founding Secretary General of International Alert. Great Lakes Region of Africa, West Africa, the Caucasus region of the Former Soviet Union, Sri Lanka and Columbia.

International Crisis Group's Early Warning Resources

Early warning is a critical part of conflict prevention and management, and a core element of Crisis Group's mission. Crisis Group analysts produce regular analytical reports containing practical recommendations targeted at key international decision-takers. Our goal is to warn governments, international organisations and the world community at large about impending deadly conflict and help them prevent or at least contain it - and, if and when prevention fails, try to resolve the conflict.

Privatisation of Security and Military Functions and the Demise of the Modern Nation-State in Africa

This report considers the privatisation of security (private military companies) and its effects on state authority; how this reinforces or challenges the notion of the state monopoly over all forms of organised violence. The paper argues that military functions should not be delegated to private agents because empowering private sources of authority to perform critical national security and military tasks forever compromises state power and sovereignty. It also commodifies security as a public good, structurally altering and removing it from the public domain of accountability, legitimacy, and control. (Michelle Small, ACCORD, 2006)

World Bank, IMF and armed conflicts: Helping peace or creating the conditions for war?

2nd February 2004, Bretton Woods Project. Recent involvement in countries such as Afghanistan and Iraq has put the World Bank and the IMF work post-conflict in the spotlight. While some believe multilateral finance is essential, others believe the Bank and the Fund are acting primarily as pawns of US diplomatic and economic interests. Which interests are being served by World Bank and IMF operations is just one of many questions raised by observers. Others include: * Are WB and IMF interventions, creating or recreating the conditions for war? What are the implications of various policy choices, as well as the pace and sequencing of reform in transition from conflict? * Are Bank and IMF frameworks and instruments conflict-sensitive? Should they integrate explicitely geostrategic factors in their analysis when allocating assistance and designing their interventions? * What are the limits to the Bank's role? Is the Bank the best-placed actor to facilitate and administer donor assistance in reconstruction? The jury is still out on these questions, which could have serious implications for the Bank's and the Fund's mandates and work methods.
