Africa's Missing Billions: International arms flows and the cost of conflict

A report from Oxfam, IANSA and Safeworld about the estimated the economic cost of armed conflict to Africa's development. The sum estimated is equivalent to international aid from major donors in the same period. If this money was not lost due to armed conflict, it could solve the problems of HIV and AIDS in Africa, or it could address Africa's needs in education, clean water and sanitation, and prevent tuberculosis and malaria (IANSA, Oxfam and Saferworld, 2007).

After Bhutto's Murder: A Way Forward for Pakistan

Gravely damaged by eight years of military rule, Pakistan's fragile political system received a major blow on 27 December 2007, when former Prime Minister Benazir Bhutto was assassinated. Her murder, days before the parliamentary elections scheduled for 8 January 2008 and now postponed to 18 February, put an end to a U.S. effort to broker a power-sharing deal with President Pervez Musharraf which the centre-left Pakistan Peoples Party (PPP) leader had already recognised was unrealistic. Her popularity and the belief Musharraf and his allies were responsible, directly or indirectly, have led to violent countrywide protests (International Crisis Group, 2 January 2008).

Breaking the Kosovo Stalemate: Europe's Responsibility

The preferred strategy of the European Union (EU) and the U.S. to bring Kosovo to supervised independence through the United Nations Security Council has failed, following Russia's declared intention to veto. With Kosovo Albanians increasingly restive and likely soon to declare unilateral independence in the absence of a credible alternative, Europe risks a new bloody and destabilising conflict. To avoid chaos on its doorstep, the EU and its member states must now accept the primary responsibility for bringing Kosovo to supervised independence International Crisis Group, 21 August 2007).

Early to War: Child Soldiers in Chad Conflict

The Chadian National Army (Armee Nationale Tchadienne, ANT) is struggling to defeat a Chadian rebel insurgency. In the fall of 2006 both the government and the rebels turned to the recruitment of children as a matter of military survival. Children as young as eight serve as fighters, guards, cooks, and lookouts on the front lines of the conflict (Human Rights Watch, July 2007).

Elections, Democracy and Stability in Pakistan

President Musharraf faces the most serious challenge to almost eight years of military rule. Opposition has gathered momentum following his failed attempt to remove the Chief Justice of the Supreme Court of Pakistan. Moderate political parties, all segments of civil society and the public at large are vociferously demanding restoration of democracy and rule of law and the military's withdrawal from politics. The choice is not whether a transition will come but whether it will be peaceful and orderly, through free and fair elections, or violent. Musharraf and the high command are tempted to retain their power at all costs. Several of their options - particularly emergency - could portend disaster. Rigged or stalled elections would destabilise Pakistan, with serious international security consequences. Especially the U.S., needs to recognise its own interests are no longer served by military rule (if they ever really were) and use its considerable leverage to persuade the generals to return to the barracks and accept a democratic transition through free and fair parliamentary, followed by presidential, elections this year (International Crisis Group, 31 July 2007).

Providing Aid in Insecure Environments: Trends in Policy and Operations Summary of quantitative analysis

Despite widespread perceptions of mounting threats to aid worker security, the lack of hard data has made it impossible to determine whether in fact violence against aid workers has increased relative to their numbers in the field. This gap in knowledge has meant that impressions and anecdotal evidence have driven operational security policy, and important trends may have been missed. To address this issue, the Center on International Cooperation and the Humanitarian Policy Group launched a joint study in 2004 to provide a quantitative analysis of the changing security environment for civilian aid operations, and to examine the related trends in security policy and operations. This report is based upon that study.

Reforming Afghanistan's Police

Slum Wars of the 21st Century: the New Geography of Conflict in Central America [pdf]

Although the last of the civil wars that plagued Central America during the 1970s and 1980s was formally brought to an end in 1996, violence has continued to affect the region unabated into the 21st century.Drawing on the specific example of Nicaragua, this paper suggests that the alteration of the landscape of conflict in Central America can be interpreted differently, as a geographical transition from 'peasant wars' (Wolf, 1969) to 'urban wars' (Beall, 2006).(Dennis Rodgers, Crisis States Research Centre, February 2007)

Uzbekistan: Stagnation and Uncertainty

Uzbekistan remains a serious risk to itself and its region. While 69-year-old President Islom Karimov shows no signs of relinquishing power, despite the end of his legal term of office more than half a year ago, his eventual departure may lead to a violent power struggle. The economy remains tightly controlled, with regime stalwarts, including the security services and Karimov's daughter Gulnora, exerting excessive influence, which drives away investors and exacerbates poverty. The human rights situation is grave, and those who seek to flee abroad live in constant danger of attempts to return them forcibly (International Crisis Group, 22 August 2007).
