Teachers and Educational Quality: Monitoring Global Needs for 2015

This report provides global and regional assessments on the state of teachers and education quality. By highlighting trends in teacher quantity and quality, it explores the policy implications of bridging the gap between the two, especially in developing countries. It also compares the strengths and shortcomings of recruitment and deployment policies as well as working conditions around the world. Countries across the world will need to recruit more than 18 million teachers over the next decade. The greatest challenge lies in sub-Saharan Africa, which will need to expand its teaching force by 68% over this period. By 2015, countries like Chad will need almost four times as many primary teachers, from 16,000 to 61,000, while Ethiopia must double its stock to achieve universal primary education. The State of the World's Children 2005: Childhood under threat [PDF]

Despite the near universal embrace of standards for protecting childhood, a 2005 UNICEF report shows that more than half the world's children are suffering extreme deprivations from poverty, war and HIV/AIDS, conditions that are effectively denying children a childhood. The report stresses that the failure by governments to live up to the standards of the 1989's Convention on the Rights of the Child causes permanent damage to children and in turn blocks progress toward human rights and economic advancement. The State of the World's Children 2006: Excluded and Invisible [PDF]

This 2006 report by UNICEF assesses the world's most vulnerable children, whose rights to a safe and healthy childhood are exceptionally difficult to protect. Millions of children are growing up beyond the reach of development campaigns and are often invisible in everything from public debate and legislation, to statistics and news stories. In the past, UNICEF has reported extensively on how poverty, HIV/AIDS and armed conflict are undermining childhood itself. These factors, as well as weak governance and discrimination, deprive children of protection from abuse and exploitation, and exclude them from school, healthcare and other essential services at alarming rates. The report outlines concrete actions that can be taken by governments, civil society, the private sector, donors and the media to help prevent these children from falling between the cracks. The Uses of Children: A Study of Trafficking in Haitian Children [PDF]

This study documents a series of insidious forms of child abuse affecting Haitian children in their own country and in the neighboring Dominican Republic. The overriding purpose of the study is to document evidence of trafficking within Haiti and across the border. We will present evidence encountered for systems, networks, and the actors involved in severe forms of trafficking. This study is based primarily on in-depth tape-recorded interviews with hundreds of Haitians and Dominicans on both sides of the border. UN Secretary General's Study on Violence Against Children

This Study, rooted in children's human rights to protection from all forms of violence, aims to promote action to prevent and eliminate violence against children at international, regional, national and local levels. The Study is a UN-led collaboration, mandated by the General Assembly, to draw together existing research and relevant information about the forms, causes and impact of violence which affects children and young people (up to the age of 18 years). A major report will be published in 2006 and recommendations presented to the UN General Assembly.

UN supports bid to prevent smuggling of Afghan children

UN News Service, 18 January - A United Nations spokesman in Kabul today announced the world body's support for a new drive to prevent smugglers from taking Afghan children to other countries where they are used for cheap labour. Manoel de Almeida e Silva said UN agencies, working with government officials and a number of non-governmental organizations (NGOs), "have been working on a comprehensive set of essential measures aimed at curbing this illegal practice and raising awareness about the problem."

UNHCR guidelines on formal determination of the best interests of the child

These guidelines recommend some principles that can be used to construct a framework for ensuring compliance with the Convention on the Rights of the Child in a formal best interests determination (BID). They are aimed at people working at the field level for the UNHCR or their operational partners partners. They may also be useful to states extending their domestic child protection mechanisms to displaced or stateless people. (UNHCR, May 2008)

What future? Street children in the Democratic Republic of Congo

The 72-page report documents how security officials and other adults routinely abuse the Congo's street children. As elections approach, street children are as many times before, likely to be blamed for the country's troubles, and tens of thousands of street children are at risk of political manipulation and physical harm. In the past 10 years, armed conflict, HIV/AIDS, prohibitive education fees, and accusations of sorcery have led to a doubling of the number of street children. With no secure access to shelter, food or other basic needs, these children live in insecurity and fear. Instead of providing street children with protection, police and soldiers routinely use physical violence and threats of arrest to steal from these children. Street children also face physical and sexual abuse at the hands of adults and older youth, who take advantage of their vulnerable status. As a first step, the Congolese government must protect street children during the election period. U.N. agencies in Congo should redouble their efforts to prevent abuse. World Development Report 2007: Development and the Next Generation

Developing countries which invest in better education, healthcare, and job training for their record numbers of young people between the ages of 12 and 24 years of age, could produce surging economic growth and sharply reduced poverty. With 1.3 billion young people now living in the developing world-the largest-ever youth group in history-the report says there has never been a better time to invest in youth because they are healthier and better educated than previous generations, and they will join the workforce with fewer dependents because of changing demographics.
